The Executive Office of Health and Human Services (EOHHS) is the largest secretariat in state government and is comprised of 11 agencies and the MassHealth program. The Massachusetts Executive Office of Health and Human Services (EOHHS) – Central Technology Office (CTO) is seeking to hire a highly motivated Systems Administrator/Tester to join and work with the EOHHS-IT Technical Testing team to provide accessibility, security/vulnerability, and performance testing. This role plays a critical part in supporting project management and software development activities within the organization and ensuring the efficient use of JIRA and Engineering test management tools to achieve business objectives 70 Agency applications.

The Systems Administrator/Tester will be responsible for creating all technical testing and tools administration for new or existing IT applications. The Systems Administrator/Tester will coordinate with the application teams on expected outcomes, test results, waiver considerations, and maintain the tools license and products portfolio. The incumbent will also be the liaison between the business community and the technical development team for all technical testing activities.

The primary work location for this role will be 100 Hancock Street, Quincy, Massachusetts 02171. The work schedule for this position is Monday through Friday, 9:00AM to 5:00PM. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. Schedules are subject to change based on the operational needs of the business.

Duties and Responsibilities:

  • Perform Accessibility, Vulnerability, Performance and Automation analysis of EOHHS web application software applications.
  • Document, analyze, and archive all performance test runs. Performance test assets will be updated and maintained with methodical discipline.
  • Review diagnostics on the system architecture.
  • Read and interpret application log files, database reports, and Micro Focus LoadRunner software output.
  • Install, configure, and manage organization’s instance of Jira.
  • Monitor and optimize the workflows in Jira instance to mitigate these problems.
  • Integrate JIRA and IBM Engineering test management tools with other systems and applications used within the organization, such as version control systems, testing tools, and continuous integration platforms.
  • Perform regular maintenance tasks, including upgrades, patches, and data backups, to ensure the stability and reliability of JIRA and IBM Engineering test management environments.
  • Monitor system usage and performance, identifying opportunities for optimization and efficiency improvements.
  • Report on identified ADA Compliance, Vulnerability, and Performance testing issues via formal reports, emails, and/or phone calls, as necessary, based on the significance of a given issue.
  • Summarize and document results of all technical testing for management reporting including proper disposition of test exceptions.
  • Track and report all monthly completed Accessibility, Vulnerability, and Performance testing metrics regarding a twenty-four-month running trending graph for use by higher management.

Preferred Knowledge, Skills & Abilities:

  • Three (3) to five (5) years of QA technical testing experience conducting performance and automation testing.
  • Three (3) to five (5) years of experience in Accessibility testing using Section 508 and WCAG 2.0 Level AA.
  • Three (3) to five (5) years of experience in Vulnerability testing using HCL AppScan or similar software.
  • Three (3) to five (5) years of experience in Performance testing using Micro focus LoadRunner or similar software.
  • Strong knowledge in QA automation such as Selenium, or other similar technologies.
  • Skilled experience in API - Manual and Automation testing.
  • Familiarity with AWS cloud platforms (or similar) and SQL.
  • Working familiarity of Dynamic Application Security Testing (DAST) and API security testing.
  • In-depth knowledge of vulnerability assessment tools (AppScan, Burp Suite, Postman) and working knowledge of best practices such as OWASP top 10, CWE/ SANS TOP 25 standards.
  • Solid foundation of common software vulnerabilities and their remediation/ mitigation techniques, plus experience writing accessibility recommendations for remediation.
  • Working knowledge of regulatory and industry security standards.
  • Experience in using Load runner Cloud/JMeter is required.
  • Experience with application testing utilizing Junit/Nunit, TestNG, or equivalent tools.
  • Experience using JIRA and IBM Engineering Test Management or an equivalent agile project management tool. Project Management lifecycle experience is a plus.
  • Familiar with advanced agile practices including release trains, DevOps, CI/CD pipeline management, and security requirements using tools like Git, Bitbucket, Azure and Jenkins.
  • Experience performing quality assessments of web pages for WCAG 2.1 A/AA conformance.
  • Problem solving abilities using CA-Wily monitoring tools.

Qualifications

Minimum Entrance Requirements:
Applicants must have (A) at least two (2) years of full-time or equivalent part-time professional or practical experience in the field of information technology application development and support, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate’s degree in a related field may substitute for one (1) year of the required experience.
II. A Bachelor’s degree or higher in a related field may substitute for the required experience.
