POSITIONSUMMARY:

Under theprimary direction of the Executive Director for Enrollment Systems, Researchand Effectiveness, the Associate Director of Financial Aid Systems workscollaboratively with theAssistant Vice President of Enrollment Operations and Student Services, as well as the Assistant VicePresident and Director of Financial Aid and Scholarships and other staffmembers, to administer all aspects of the financial aid process, which includesbut not limited to the development, administration and interpretation offinancial aid policies and procedures in accordance with established federal,state and institutional guidelines, as well as other enrollment systems,including, but not limited to Ellucian Banner, Technolutions Slate and vendorpartnerships. Works independently and is expected to exercise discretion andindependent judgment in carrying out the responsibilities, including but notlimited to, developing financial aid strategies for all university funds. Supports Enrollment Management goals torecruit and retain students. Provides leadership and direction for thepolicies, procedures and operations involved with the awarding and delivery offinancial aid and scholarship programs.

DUTIESAND RESPONSIBILITIES:

Configures, maintains, and improvesfinancial aid processes. Continuously reports to, coordinates, and consultswith AVP and Director of Financial Aid and Scholarships.

Administersand awards all financial aid programs at the University including federal,state, and institutional grants, scholarships (internal and external), loans,veteran benefits, and student employment.

Overseesall systems and operations: awards financial aid, imports FAFSA data, sends communicationsemails, financial aid disbursements, and mitigates compliance risks as theyarise with little direction from supervisor.

Establishesannual cost of attendance for all schools and colleges within the university.

Interprets all financial aid technical findings within thetracking, imports and processes then makes and implements appropriateresolutions.

Documents code and associated processes byadhering to development methodologies, adding code comments and appropriatedocumentation to various knowledge-based system(s) to simplify code maintenanceand to improve support. Provides written documentation offindings to share with colleagues.

Ensures compliance with applicable federal, state, andinstitutional regulations as well as Duquesne policies and procedures, internalcontrols, and data security requirements.

Performsa variety of application development of the Financial Aid Office’s technologyand application systems and creates business processes to meet end-userrequirements and federal, state, and institutional regulatory mandates, rules,policies, and procedures.

Completes external financial aid surveys for the university;completes reports for Enrollment Management to show trends and forecasts forenrollment goals.

Creates, maintains, and reviews daily integrity reports toensure compliance and system operation. Performs Cognos query reports forschools across campus in relation to endowed scholarship candidatesearches.

Engageswith student information systems to ensure availability of real-time,user-centric data that serves the diverse needs of collegeconstituencies-academic departments, enrollment division and executiveleadership.

Develops detailed tasks and projects plans by analyzingproject scope and milestones for moderately complex projects.

Providesanalytical support by identifying trends within the data and brings them to theattention of enrollment leadership.

Oversees, reviews, and tests Bannerand provide data to outside sources. Functions as the data steward to ensuredata integrity, accreditation standards, privacy laws and best practices forBanner (Admissions), COGNOS (Admissions) and Slate. Conducts Cognos testingduring system upgrades.

Prepares for and implementsupgrades to SIS (Banner) for financial aid applications and annual financialaid applications and development (i.e. new year roll, etc.).

In conjunction with the Senior BusinessIntelligence Analyst, serves as the CTS liaison andfunctional expert for the Financial Aid office and assists with current and newtechnology used in financial aid.

Oversees and monitors annual communication for currentstudent body.

Provides day-to-dayleadership, mentoring, and coordination for the Assistant Director of FinancialAid Systems, who support complex financial aid systems and technologies.

Representsfinancial aid at technology and operations meetings. Participates inprofessional development and performs other duties and projects as assigned.

Attends admissions recruitmentevents (e.g., Duq Days, Admitted Student Days, etc.).

Completes other duties as assigned.

SUPERVISORY RESPONSIBILITIES:

Supervises work of others, including planning, assigning andscheduling work, reviewing work and ensuring quality standards, training staffand overseeing their productivity. May offer recommendations for hiring,termination and pay adjustments, but does not have responsibility for makingthese decisions.

REQUIREMENTS:

Minimum qualifications:

Bachelor’s degree from an accredited institution and 5-8 years of progressivelyresponsible experience.

Preferred qualifications:

Master’s degree from an accredited institution.

Alternately, the successful candidate may possess any equivalent combination ofexperience and training, which provides the knowledge, skills and abilitiesrequired to perform the essential job functions. This includes, but is notlimited to, the following:

Highly developedinterpersonal, analytic, problem-solving, organizational and communicationskills, including the ability to listen thoughtfully and respectfully to adiverse population of constituents and stakeholders

Strongcommunication skills, both oral and written providing the ability toeffectively communicate with multiple internal and external constituents

ExtensiveKnowledge and understanding of federal, states and agency-accrediting rules andregulations as they pertain to higher education admission. Very strongknowledge of federal and state regulations concerning financial aid, as well asNCAA regulations

Very strongtechnical knowledge of FAMS system (Banner/Ellucian preferred)

Knowledge of Federalsites such as EDconnect, NSLDS, CPS, and COD; and PHEAA site

A broadunderstanding of higher education processes and procedures, including sharedgovernance, strategic planning, resource allocation and budget management

Ensurescompliance with Federal and State laws pertaining to financial aid, affirmativeaction and FERPA

Membership andactive engagement in appropriate national student service organizations, suchas NASFA and PASFA

Proficiency withPC, Microsoft Office tools, email and the Internet with the ability to learn avariety of new technology systems; technical knowledge of Power BI; knowledgeof COGNOS; familiarity with Slate and Banner preferred

Sensitivity tothe need of each individual to be treated with dignity and respect as itrelates to diversity in general and the Mission of the University specifically

Proactive,strategic, analytical and deadline-oriented in a complex organization

Ability andwillingness to work outside of regular business hours and some weekends during peakenrollment periods

Ability toprepare and maintain confidential data independently in accordance withestablished policies and procedures and exercise consistent discretion

Considerableknowledge of the laws, regulations and policies governing the operations of theUniversity

Ability to createand maintain complex records and files

Willingness andability to work evenings and weekends as needed during peak enrollment periods
