Job Description

The Program Manager for Workforce Development and Clinical Affiliations oversees DUHS nursing workforce planning activities and clinical affiliations for nursing and allied health professions. The position is responsible for expanding opportunities for current and potential employees, providing educational guidance and career counseling for current workforce, collaborating with local universities and community colleges to develop programs, and serves as a clinical affiliation liaison between academic institutions and Duke Health providers and staff for compliance with regulatory/accreditation, policy, procedure, and program development. Prepare and manage budgets, supervise staff and develop policies and procedures consistent with program objectives.

Duties and Responsibilities

  • Administer and coordinate operational activities of DUHS Workforce Development within Nursing Services, and Nursing and Allied Health Clinical Affiliations; make decisions on specific operating problems and issue instructions in accordance with departmental policies and procedures.
  • Plan, develop and implement goals and objectives of assigned program in conjunction with appropriate division director and/or department head.
  • Evaluate program objectives on a continual basis; implement changes to existing policies and procedures as appropriate.
  • Build opportunities for historically underrepresented student populations by collaborating with NC AHEC on workforce development strategies.
  • Monitor and report on workforce supply and demand data generated through the Sheps Center for local and state trends.
  • Develop annual report of workforce activities and clinical affiliations.
  • Consult with operation and HR leaders to identify gaps, develop work plans and evaluate current programs such as Career Expo events.
  • Establish effective communication and serve as liaison to nursing departments, and academic institutions.
  • Secure affiliation agreements with appropriate Duke Health representatives and academic institutions.
  • Represent DUHS at NC Consortium for Clinical Education Practice.
  • Determine fiscal requirements and prepare budgetary recommendations; monitor costs and expenditures of program activities and authorize expenditures of program funds.
  • Participation establishing and maintaining communication between ancillary department and physicians, nursing personnel and other health care professionals regarding program and/or unit policies and procedures.
  • Plan and conduct meetings with subordinates to ensure compliance with established practices and keep employees abreast of current standards; develop, in conjunction with others, appropriate training and employee orientation programs.
  • Supports staff development with educational activities (which include remediation, certification, mentoring, life support, regulatory requirements, product roll-outs, etc)
  • Assist in the selection, provision and control of material resources required for subsequent performance of duties to include equipment, supplies, space and facilities; establish standards to ensure cost containment and to optimize working environment.
  • Administer various personnel actions including, but not limited to, hiring, performance appraisals, disciplinary actions and other related activities.
  • Compile and maintain records, reports and documentation of program and/or unit activities to be used for program evaluation.

Knowledge, Skills, and Abilities

  • Proficient computer skills in Microsoft Office

Required Qualifications

Education: BSN Required; MSN preferred

Experience: 5 years of nursing, clinical educator, or nursing instructor experience required. A master's degree in nursing may be substituted for 2 years of required experience.

Degrees, Licensure, and/or Certification: Current or compact RN licensure in the state of North Carolina or compact license in participating state is required. BLS required. BLS, ACLS, PALS, and/or NRP Instructor level certification is preferred.
