The Fiscal Officer is an administrative position responsible for effective management of the accounting and reporting system of the Eastern Nebraska Office on Aging (ENOA). The person will work with the Eastern Nebraska Human Services Agency (ENHSA), the ENOA Executive Director, ENOA Division Directors and the Regional Governing Board to provide information for reporting purposes and planning. These reports include financial and service utilization reports using the existing systems currently used by the Agency (Workday and PeerPlace ). Extensive knowledge of the day-to-day operation of each program is essential to the position.
ESSENTIAL JOB FUNCTIONS:
Reports to work as scheduled on a regular and reliable basis.
Must insure confidentiality of all client information and act in accordance with HIPAA regulations.
Ability to understand and comply with various laws, rules, regulations, policies, and guidelines as they pertain to both ENOA and ENHSA.
Ability to communicate clearly, both orally and in writing, and be able to establish effective working relationships with staff, ENOA clients, volunteers, and the general public.
Knowledge of sound financial, accounting and records management to ensure that data is coded and entered properly to ensure that financial statements fairly represent the actual financial position of the Agency, and to ensure that ENHSA auditors, and other individual and special program auditors have the information necessary to complete their tasks.
Knowledge of Administration on Aging (AoA) funded programs as well as the federal financial reporting associated with special grants administered by ENOA.
Preparation of initial yearly budgets which include program budgets and Agency-wide budgets as well as preparation of budget revisions as necessary or required by the Nebraska State Unit on Aging.
Knowledge of public grants accounting, private non-profit reporting requirements in order to validate that all financial records, necessary to assure that the Agency is in compliance with the requirements of OMB A-133, “Audits of State and Local Governments”, “Cost Principles and Reporting for Area Agencies on Aging” published by the Department of Health and Human Services, and any report or requirements made by the Nebraska State Department of Health and Human Services System and/or granting agencies or organizations.
Responsible for preparing information for the Agency’s annual audit.
Prepare and provide the essential information to the ENHSA Finance Department to ensure timely completion of an audit.
Provide supervisory support to Fiscal/Accounting staff.
Manage day to day balances of ENOA’s accounts with First National Bank of Omaha.
OTHER JOB DUTIES:
Work with the ENOA Administration and staff and ENHSA Accounting Staff to streamline accounting procedures where applicable, still ensuring that adequate internal control is maintained.
Ability to develop, when necessary, a system to ensure the proper flow of information (both written and oral) between the different granting agencies to ensure that accurate and timely financial reports are submitted.
Ability to work with staff, both written and oral, to ensure that both parties understand the importance of information flow to ensure timely payment of vouchers and identification of proper cost centers.
Ability to work with vendors to ensure proper, timely, appropriate payment is made.
Have an understanding in developing methods to ensure acceptable indirect cost allocation procedures are used when allocating indirect costs across programs. This would include rules associated with the various sources and requirements for federal and state match.
Other duties as assigned.
EDUCATION TRAINING AND EXPERIENCE:
At least a Bachelor’s Degree in Accounting, additional accounting and business management are helpful.
Minimum of five (5) years’ experience in government accounting, including cost accounting and cost center accounting. This experience should be in an administrative capacity due to the size and scope of the programs administered by ENOA.
Experience preferred in the setup and day-to-day operation of the Workday System. This program is designed specifically for payroll, financials, and business assets.
Minimum of five years’ experience in the operation of day-to-day fiscal operations of a governmental entity. This experience should be in a progressively responsible position in the areas of budget preparation, oversight and financial management.
Experience preferred in the use of the State Aging software, PeerPlace and the process in which information is entered into the system and the ability to provide “canned” reports from the system.
