We also fund thought leadership initiatives that drive innovation and improve lives through evidence-based programming.Position Summary:.DT Institute seeks a Senior Director, Program Operations to provide support, oversight, and strategic direction of the organization’s global programs portfolio. In this role, the Senior Director oversees both US-based and country office leadership, ensuring that programs are delivered on time, to budget and in scope and that teams are working effectively. The Senior Director, Program Operations is responsible for developing and implementing DT Institute’s project management framework and approach, equipping program teams with the tools and collaborative approach needed for excellent program implementation. This is a new role at DT Institute.Key Functions and Responsibilities:Project Management
  • Coordinate a growing, global team and guide activities related to peacebuilding, human rights, and media and technology.
  • Ensure timely and accurate completion of all programmatic activities and deliverables such as but not limited to work plan development and execution, monitoring, evaluation and learning, and narrative report requirements.
  • Develop and implement project management frameworks, methodologies, and tools across programs.
  • Continually assess the effectiveness of current project management approaches.
  • Provide strategic guidance and direction to project managers to enhance project performance and achieve project outcomes.
  • Foster a culture of continuous improvement, encouraging innovation and efficiency in project management practices.
  • Oversee the allocation and management of shared resources across projects, ensuring optimal utilization and impact.
  • Lead program reviews and internal assessments, providing insights and recommendations for future strategic directions.
  • Develop positive and effective working relationships , and collaborate with other departments and senior management to align project activities with overall organizational objectives.
Risk Management
  • Serve as a main point of facilitation – at a senior level in the organization – for problem identificationwithin projects, develop and initiate escalation procedures to ensure appropriate, and prompt remediation.
  • Continuously oversee and adjust risk mitigation measures, ensuring program adaptability to changing conditions.
  • Evaluate potential risks to program delivery, including political, operational, and financial challenges, and in collaboration with program teams develop strategies and contingency plans to minimize identified risks and ensure program resilience.
Financial Management and Compliance
  • Develop and implement financial strategies for project management, ensuring optimal use of resources.
  • Provide oversight of financial reporting, auditing, and compliance, working closely with Finance and Compliance colleagues.
  • Strengthen the financial and sub-grant management capabilities within the project management teams.
Business Development SupportSupport, as requested, organizational Business Development priorities such as but not limited to high-level discussions with donors and partners, synthesis of projects or project impact for capture marketing, and participation in regional or technical strategy development.Minimum Qualification
  • Master's degree in project management, international development, business administration, or a related field.
  • At least 12 years of experience in project management in international development, peace and security, or humanitarian programs
  • Expertise in developing and implementing project management frameworks and best practices across multiple projects
  • Experience directly managing programs in at least two of the priority thematic program areas (e.g., peacebuilding, human rights, media and technology)
  • Proven track record of leading and managing portfolio of programs in conflict or polarized environments.
  • Proven experience in effectively managing diverse international teams and remote management.
  • Proven experience in risk assessment and mitigation in complex environments.
  • Extensive experience in overseeing a portfolio of projects, ensuring alignment with organizational strategies and objectives.
  • Proven knowledge of the US Government procurement and financial regulations.
  • Strong planning and leadership skills.
  • Excellent communication and interpersonal skills.
Preferred Qualifications
  • Fluency in Arabic language.
  • Master's level experience in a relevant field such as development studies, conflict mediation, peace and security, behavioral economics, and/or organizational change management.
  • Previous experience in roles such as Country Director, Regional Director, Programs DCOP, etc. in the development sector.
  • Experience in managing SIDA and/or EU projects and compliance.
  • Strong understanding and experience implementing localization strategies.
