Downtown Women's Center is Hiring a Manager - Workforce Development Program Near Los Angeles, CA

Summary
The Downtown Women’s Center seeks a full-time Workforce Development Program Manager to oversee the array of services provided at our Workforce Development Program and provide direct services to program participants. The Workforce Development Program Manager supervises staff, volunteers, interns, and participants in the Workforce Development programs, and works closely with the Director of Workforce Development to ensure effective program management. The Workforce Development Program Manager supports the administration of funding, including government and private grants, transitional jobs, job and hiring fairs, coordination of the Learning Center, as well as ensuring that the program is meeting all funder requirements. This position is a part of the Workforce Development Department and reports directly to the Sr. Director of Health & Wellness.
Essential Functions 
  • Supervise the delivery of direct services to participants in the Workforce Development program daily, including coordination of services, such as orientation, workshops, and the Learning Center; including set up, clean up, implementation, and oversight of activities. 
  • Ensure contract compliance for government and private grants. 
  • Supervise workforce development staff including hiring, on-boarding, training, mentoring, evaluations, and providing professional development. 
  • Track and monitor the program budget, and approve requests for client financial assistance, staff reimbursement, and program expenses as needed. 
  • Oversee the operations of DWC’s learning center. 
  • Oversee field-based employment coordination. 
  • Ensure staff, interns, volunteers are trained in implementing effective strategies to prepare clients for employment opportunities. 
  • Provide crisis intervention, conflict resolution, and mediation as necessary meanwhile creating a safe and welcoming environment.
  • Facilitate team meetings and provide training and guidance to ensure that all program goals and objectives are met. 
  • Assist in establishing tools to measure goals and outcomes, and in the implementation of on-going data collection and program evaluation. 
  • Collaborate with other staff to meet the goals of the Workforce Development program and the organization as a whole. 
  • Participate in internal and external meetings and training. 
  • Provide monthly written reports to the Director of Workforce Development; additional reports as assigned. 
  • Ensure timely completion of contract and billing documentation. 
  • Other duties as assigned to support the mission of the organization.

Work Environment 
 
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. 
Physical Demands

While performing the duties of this job, the employee is regularly required to talk and hear. Specific vision abilities required by this job include close vision and ability to adjust focus. This would require the ability to lift files, open filing cabinets and bend or stand on a stool, and walk up and down multiple flights of stairs as necessary.
Position Type and Expected Hours of Work
 
This is a full-time, non-exempt position. Days and hours of work are Monday-Friday 8am-4:30pm. An adjusted schedule may sometimes be required, to include some nights or weekends. 
Travel
Some local travel to meetings, trainings, and for other activities may be required.

Required Knowledge/Skills/Position Qualifications 
  • Bachelor’s Degree in business, education, social work, or a related field stringly preferred 
  • Experience working in social services; homeless services experience strongly preferred
  • Experience with program, contract and budget management preferred 
  • Experience providing trauma-informed care preferred 
  • Crisis intervention experience, and familiarity and comfort working with issues related to homelessness, substance abuse, mental health diagnosis, and history of trauma preferred. 
  • Experience working in a multi-service agency preferred 
  • Lived experience a plus 
  • Knowledge of the complexity of poverty and women’s homelessness, including mental illness, needs of older adults and the impact on individual and community health 
  • CalJobs experience preferred, with knowledge of data collection tools to track client progress 
  • Strong interpersonal, written and oral communication skills and ability to lead a diverse group of individuals 
  • Ability to exercise and model good judgment, especially in crisis situations 
  • Detail-oriented, highly organized, able to manage multiple tasks and priorities, and set and meet goals and deadlines 
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook) required 
  • Ability to be flexible with hours when needed 
  • Current valid California state driver’s license, insurance, and vehicle with good driving record
  • Oral and written fluency in Spanish and English a plus 
  • Must be a CA resident and live at least 80 miles from the office and must be available for in-person meetings at the DWC offices. 
  • Must provide documentation of a negative TB test result within the last twelve months, on first day of hire. 
  • You will be required to have received at least the first dose of COVID-19 vaccination to start employment with DWC, and second dose must be received within 30 days from the first day of hire.
