Douglas Multifamily Property Management seeks a qualified individual for the position of Resident Property Manager at a Roseburg Apartment complex. The Resident Property Manager lives on site and manages the day-to-day operations of the property. The incumbent is responsible for working in a team environment with the ability to communicate effectively both orally and in writing. The position is a permanent position of 40 hours per week.

Position Description
Resident Property Manager
Under the direct supervision of the Property Management Director, the incumbent is required to reside on the property for the Orchard Knoll Apartments, a transitional, drug and alcohol-free housing program. The Incumbent will be responsible for the ongoing operations of the multifamily housing for Douglas Multi-Family Property Management.
JOB SUMMARY: Manage the day-to-day financial operations of the property, determine eligibility in placing qualified tenants and ensure the property is in good working order.
Essential Functions: The following represent the major essential and secondary duties of the position; However, they are not intended to be all-inclusive. Douglas Multifamily Property Management reserves the right to change, reassign, or combine job duties at any time.
1.Marketing- maintains waiting list and keeps property(s) occupied with qualified tenants through advertising, lead follow up, property showings for prospective tenants.
2. Tenant Relations- develops rental agreements, selects qualified tenants, collects deposits and rents, enforces terms of rental agreements, resolves tenant complaints, and oversees eviction proceedings if necessary. Issue drug tests for compliance of lease agreement.
3. Facilities Management- regularly inspects property to ensure it is in good working order, quickly resolves emergency issues. Processes all move out documents and submits them timely.
4. Office – maintains office is a clean and uncluttered environment. Is responsible for petty cash and turns in receipts at least monthly. Tenant files in a neat and organized order in a locked file cabinet. Maintain open office hours between 8:00am and 5:00pm.
5. Employee Relations – Works amicably with other employees assigned to the property(s) to create a harmonious working environment
Physical Requirements: The position requires the ability to sit for periods of up to five hours, stand for periods of up to four hours, work on a computer for periods of up to five hours, read for periods of up to five hours, and listen for periods of up to 4 hours. Light lifting (20 lbs.) may be required.
Working Conditions: The incumbent will work in an office.
Supervision Received: The incumbent receives direction from the Property Management Director.
Administrative Responsibilities: The incumbent demonstrates efficient office procedures and skills.
Other Information: Travel may be required.
Minimum Requirements:
1. Knowledge of Department of Housing and Urban Development (HUD) regulations.
2. Knowledge of Low-Income Housing Tax Credit regulations.
3. Must be able to read and comprehend Federal Regulations and appropriate laws.
4. Knowledge of laws and standards that apply to property management, such as Fair Housing Laws, Landlord/Tenant Law, OSHA Standards, local and State Building Codes.
5. Basic knowledge of building maintenance, fire prevention and liability reduction principles.
6. Knowledge of basic office practices, procedures, and equipment such as telephone, fax, copier and computer.
7. Knowledge of the agencies that provide assistance and services to residents, including knowledge of eligibility requirements.
8. Ability to communicate effectively both verbally and in writing.
9. Knowledge of mathematics sufficient to perform calculations required for summarizing rent collections, making rent adjustments and bank deposits.
10. Ability to maintain concise required records such as tenant files, vacancy report, etc.
11. Ability to read and interpret policies and guidelines in order to make sound decisions.
12. Ability to establish and maintain effective working relationships with peers, superiors, residents, community service agencies, and the public.
13. Ability to manage multiple priorities and multiple demands to accomplish tasks in accordance with established requirements. Must be able to set priorities, exercise good judgment and follow-through; negotiating skills also helpful.
14. Skilled in analyzing situations in order to identify problems and offer possible solutions.
15. Skilled in communicating with all types of people in a wide variety of situations.
16. Neat, clean and appropriate appearance.
17. Must possess a valid Oregon State Motor Vehicle Operator’s license and furnish proof of a clear driving record from the Oregon Motor Vehicles Division.
18. Knowledge of light accounting, especially related to tenant rental transactions.
19. Helpful to have knowledge of Landlord/Tenant Laws
