    Phoenix School is recruiting an Employment Program Manager to be responsible for administrating the agency’s employability programming. This position would lead a Work Team of designated Employability Services Personnel and coordinate the building and implementing of systems for successful Employment Services operations. These systems include logistics and allocation of resources (personnel, equipment, transportation, supplies); grant outcomes, compliance, data collection, and reporting; partnership and stakeholder development and coordination; risk management; and overall program development.
    The Employment Programs Manager will oversee employment opportunities funded by our regional workforce development board (SOWIB), Oregon Youth Corps, Oregon Conservation Corps, Oregon Youth Development Division, and local business-education partnerships. The Manager will lead and coordinate a team including an, an Oregon Conservation Corps Coordinator, Youth Employment Coaches, and work closely with the Business Manager and Registrar Offices on HR and data collection. The Manager’s Direct Report is to the Executive Director.
    Applicants with experience developing systems that further youth education and employability and who are self-motivated with a ‘team player attitude’ are desired to help us help Youth develop successful pathways to family-wage employability. Trainings and Staff Development opportunities will be provided. Responsibilities include regular contact with Staff, Project Partners, Students, and the Public.
    Opening: Immediate. Full-Time salaried, exempt, 240 days annually.

    Wage: $30.00 to $35.00 per hour (DOE)

    Position Requirements:
    • Completion of Safe Schools training (available on-site)
    • Must have a desire to work with high school students in a professional manner and demeanor
    • Ability to work independently, lead, and show initiative on team projects
    • Ability to successfully pass a drug test (random or otherwise)
    • Perform in a professional manner while working with partnering organizations
    • Ability to communicate in non-technical terms with a diverse population of staff and students
    • Regular and reliable attendance
    • Ability to demonstrate an understanding and importance of customer service and partner relations
    • U.S. citizen, national or lawful permanent resident
    • Possession of a high school diploma or equivalent
    • Must successfully pass a criminal history background check and fingerprint screening
    Preferred Qualifications:
    • Bachelor’s Degree, training, and successful experience in managing projects and personnel in human services, social services, education, or business
    • Experience working in an educational or nonprofit environment
    • Ability to demonstrate an understanding and importance of customer service and stakeholder relations
    • Technical skills necessary to apply, monitor, forecast, and execute grants
    Duties & Responsibilities:
    • Lead the supervision, support, and on-going evaluation of outcomes for a designated Work Team engaged in employability programming
    • Coordinate data and tracking software systems
    • Understand and meet Grant requirements and targeted outcomes
    • Understand Oregon and Federal Youth Employment and Workforce Investment and Opportunity Act requirements, best practices, and regulations.
    • Track and audit Work Team progress towards meeting program outcomes, reporting requirements, and agreed deadlines
    • Communicate and present to Project Partner and other organizations to increase community awareness of the program
    • Communicate with SOWIB Business Services team and help build local businesses-education partnerships in the community
    • Manage risks for the program and identify and create systems for support of Youth to ensure Participant and program success
    • Build and maintain a knowledge of community resources, regional labor market, local hiring trends, and major employers and employment needs and opportunities
    • Participate in on-going training to enhance skills and awareness of workforce readiness programming
    • Work with Phoenix School Principal, Employment Programs Work Team, Oregon Youth Works staff, and school faculty to develop opportunities to increase Youth enrollment, participation, and success
    Marginal Duties and Responsibilities:
    • Assists staff as necessary including answering telephones, routing telephone calls or messages to appropriate staff and operating general office machinery
    • Attends Phoenix staff meetings and/or in-service trainings as needed
    • Occasional attendance at weekend, evening, or out-of-town meetings, conferences and/or events
    • Fulfills other related duties as assigned by supervisor
