Job Summary

This is responsible supervisory work involving maintenance of county parks and facilities. Major job functions include planning and scheduling of parks and recreational facilities maintenance, directing and supervising multiple work crews, purchasing and inventory of maintenance supplies. Work is performed independently and is evaluated by results achieved. The employee works under the general supervision of the Assistant Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Duties include but are not limited to:

  • Conducting regular inspections of facilities; prioritizing needed repairs or replacements; preparing cost estimates and submitting in annual budget
  • Developing and implementing a schedule for maintenance of all grounds and buildings
  • Prioritizing and scheduling daily park maintenance activities
  • Identifying staffing and equipment needs for each project
  • Assigning appropriate staff to projects; determining alternate work assignments in inclement weather
  • Conducting employee performance evaluations for maintenance division personnel
  • Initiating personnel actions including reprimands, suspensions and terminations
  • Assisting crews in performing heavy maintenance as needed
  • Purchasing maintenance supplies and equipment; maintaining purchasing and product information files
  • Maintaining inventory of operations supplies
  • Preparing annual budget request for maintenance division; monitoring expenditures of approved budget
  • Performing other duties as assigned

QUALIFICATION REQUIREMENTS:

MINIMUM EDUCATION and/or EXPERIENCE:

  • High School Diploma
  • Bachelor’s Degree preferred
  • Minimum of 3 years of experience in Parks Maintenance and Turf Management

ELIGIBILITY REQUIREMENTS:

  • Must be 18 years of age or older

CERTIFICATES, LICENSES, REGISTRATIONS:

  • Possess and maintain a valid Georgia Driver's License (Class C) and a satisfactory motor vehicle record (MVR)
  • Playground Safety Inspector certified (National Recreation and Park Association) within one year of employment
  • Georgia Pesticide Applicator License required within one year of employment
  • Other duty-specific certifications may be required during employment to satisfy specific assigned duties and responsibilities

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of or ability to learn county and department operations, ordinances, policies, procedures, terminology, and materials as they relate to assignment
  • Knowledge of or ability to learn applicable state, federal, state, and local codes and ordinances, laws, rules, and regulations as they relate to assignment
  • Knowledge of administrative principles and practices; employee supervision; payroll; purchasing
  • Knowledge of parks maintenance and construction principles, techniques, guidelines, practices, tools, supplies, and equipment as related to assignment
  • Knowledge of business English, spelling, and grammar
  • Knowledge of mathematical computations: addition, subtraction, multiplication, and division using whole numbers, common fractions and decimals; compute rate, ratio, and percent; ability to perform specific computations that are applicable to the job such as discounts, interest, proportions, et cetera
  • Knowledge of modern office practices, methods, and equipment
  • Knowledge of occupational hazards and safety precautions necessary for the safe operation of equipment, tools, machinery, and vehicles as required by assignment
  • Knowledge of the operation, maintenance, and repair of all department equipment, tools, machinery, and vehicles as required by assignment
  • Knowledge of parks, facilities, and athletic field characteristics, maintenance, operation, and regulations
  • Knowledge of OSHA and other health and safety regulations, requirements and practices as they relate to assignment
  • Skill in creating, maintaining, and organizing accurate, detailed, and complete records in accordance with standard record-keeping procedures
  • Skill in effective inter-personal and public relations and customer service; excellent oral and written communication skills to satisfactorily resolve conflicts and issues, and to explain established policies and procedures to employees and the general public
  • Skill in handling and operating all assigned equipment, tools, and/or vehicles in a safe and proficient manner
  • Skill in performing tasks which require attention to detail, and completing assigned jobs efficiently and correctly
  • Skill in planning, prioritizing, and organizing work; ability to handle multiple work assignments and deadlines efficiently, accurately, and professionally; skill in planning, prioritizing, organizing, reviewing, and evaluating the work of others
  • Skill in the use of personal computers, MS Office Suite, databases, spreadsheets, and word processing; typing and entering data into a computer system accurately and efficiently
  • Skill in estimating and determining material and project costs
  • Skill in recruitment, selection, training, and supervision of staff
  • Ability to apply common sense to understand, follow, and complete verbal and written instructions
  • Ability to communicate and interact clearly and effectively with all those contacted in the course of work in a professional and courteous manner, both orally and in writing; establishing and maintaining effective, professional, and cordial working relationships
  • Ability to demonstrate compassion and respect in client interactions, with disabled individuals and others needing special assistance; ability to deal effectively with individuals from diverse backgrounds
  • Ability to develop and recommend program and special event budgets to meet the requirements of the department
  • Ability to handle confidential information professionally and to exercise discretion in performing assigned job duties; inability to maintain confidentiality will be grounds for dismissal
  • Ability to make sound, independent decisions within policy guidelines by exercising good judgment and intelligent situation-assessment
  • Ability to provide instruction and direction; effective leadership skills; ability to train, supervise, and motivate staff and/or volunteers
  • Ability to read, analyze, interpret, and comprehend a variety of documents including, but not limited to, memos, instructions, correspondence, technical reports, legal documents, ordinances, governmental policies and procedures, design plans, maps and deeds, blueprints, budgets, diagrams, tables, professional articles, as they relate to assignment
  • Ability to research, analyze data, and compile information to create clear and concise reports, records, correspondence, operating procedures, policies, and other written material; ability to create clear, accurate, and effective presentations
  • Ability to analyze and resolve routine, non-routine, and complex problems, evaluating alternative solutions and adopting effective course of action by applying or adapting established policies and procedures, and through negotiation and counseling
  • Ability and willingness to meet physical requirements and perform heavy manual labor indoors or outdoors for extended periods of time
  • Ability to be creative and open on new maintenance strategies or practices
  • Ability to effectively monitor and control the operating and yearly budget
  • Ability to and willingness to work with and assist other laborers to complete assigned project
  • Ability to work in a team setting
  • Ability to work independently in the absence of specific instructions or direct supervision

Salary: $63,000.38 annually, ($30.2885 hourly) plus full benefits package
