JOB SUMMARY
The class assists the County Administrator with capital improvement planning, implementing capital projects, project management and oversight, building maintenance, operations, and upkeep, grounds maintenance, fleet and heavy equipment acquisition, and maintenance, Parks and Recreation planning, operations, management, and oversight. This position provides coordinated leadership of Capital Projects, Facilities Management, Fleet Services, and Parks & Recreation, acts as liaison to the Dorchester County Library. This class acts as a liaison to assigned department(s) and agencies; prepares administrative and fiscal reports as required. This class works within a general outline of work to be performed; develops work methods and sequences under general supervision.

Duties

  • Serves as the Deputy Administrator for Operations; provides direct assistance to the County Administrator on Capital Projects, Facilities Management, Fleet Services, and Parks and Recreation, and coordinates special projects.
  • Assists the County Administrator in daily administration by implementing Council approved policies and administrative policies related to capital improvement planning, public and limited access facilities, grounds maintenance, vehicle replacement and maintenance, and the delivery of parks and recreation services.
  • Develops recommendations for new programs, administrative policy modifications and ordinances for presentation to the County Administrator.
  • Assists the County Administrator in daily administration, ensures teamwork and coordination, and directs the following: Capital Projects, Facilities Management, Fleet Services, Parks & Recreation.
  • Acts as a liaison to the Dorchester County Library.
  • Provides policy guidance, strategic planning, and program evaluation for assigned departments and the County.
  • Supervises assigned staff. Supervisory duties include instructing; assigning, reviewing, and planning work of others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; recommending and approving employee discipline; and recommending discharge as appropriate.
  • Prepares specifications requests for proposals, reviews construction plans, reviews contracts, pay applications, change orders, and other related project activities.
  • Assists in the development, preparation, and presentation of operating and capital budgets for departments assigned for County Administrator and Council approval; reviews and approves transfers.
  • Prepares or directs the preparation of a variety of studies, reports, and related information for decision-making purposes; prepares periodic and special reports on performance as required by the County and other agencies.
  • Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; and offers advice and assistance as needed.
  • Prepares and delivers written and oral presentations to Council and other public entities or groups.
  • Provides advice and support to the County Administrator in making decisions and recommendations regarding the overall operations of the County.
  • Serves as County Administrator in his/her absence and as interim department head as necessary.
  • Attends and assists with all Council and Committee meetings; confers with County Council and other departments as needed on matters of local government.
  • Attends staff, intergovernmental and community meetings as required.
  • Attends meetings, conferences, workshops, and training sessions; reviews materials; and remains current on the principles, practices, and new developments in assigned work areas.
  • Works before, during or after an emergency event and services the public in coping with that emergency.
  • Performs emergency operation duties as assigned and works as a section chief.
  • Performs other related job duties as assigned.

Qualifications

Education and Experience
Requires a bachelor’s degree in public administration, business administration, construction engineering, construction management or related field; master’s degree preferred.

Requires at least six (6) years of public sector managerial and budget experience, including supervisory experience, facilities management, and project management; experience working in local government preferred.

Additional Requirements

Special Qualifications:

Requires a valid state driver’s license.
Project Management Institute (PMI) Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) preferred.
International Facility Management Association (IFMA) Certified Facility Manager (CFM) or Facility Management Certificate preferred.
