Dorcheat Soil and Water Conservation District is Hiring a District Secretary/Program Assistant Near Minden, LA

This position is located in the Minden Field Office located at 216 B Broadway Street, Minden, LA. The incumbent will serve at full performance level and is responsible for carrying out all SWCD (soil and water conservation district) office administrative support activities and also provides administrative office support for the Natural Resources Conservation Service (NRCS) with programs such as Environmental Quality Incentives Program (EQIP), Wetlands Reserve Easement Program (WRE), Conservation Stewardship Program (CSP), Conservation Reserve Program (CRP) and Regional Conservation Partnership Program (RCPP). The person will adhere to the roles and responsibilities under the SWCD and NRCS Cooperative Working Agreement.

Must be able to type a minimum of 40 words per minute and had one year of business experience.

PRIMARY DUTIES:

Prepare and maintain all financial records for Dorcheat Soil and Water Conservation District. Verify and pay all district bills, reconcile all bank account statements and maintain for annual audit/compilation. Attend each monthly board meeting and prepare the following documents for the meetings: Prior month’s minutes, travel vouchers for supervisors, meeting agenda, monthly financial statement, monthly budget report, District Accomplishments Report, and Farm Bill Report.

Maintain Cash Receipts and Cash Disbursements to record monthly activity. Prepare annual district budget and revises the budget as needed with board approval. Prepare all needed materials for end of year audit. This includes a per diem and mileage report for board members, copies of minutes, bank statements, bills, budgets, etc.

Prepare the district payroll weekly.

Prepare the district’s Long-Range Plan, Annual Report and Grass Roots report.

Assist the SWCD Board of Supervisors with locating and ordering seedlings for the Annual Seedling sale. Also send out news releases to radio, tv, newspaper and social media advertising the sale. On the day of the sale, take orders and collect money. Also prepare a District Equipment List for board approval.

Also assist with any workshops the district chooses to host.

Greet landowners and routes them to the appropriate person to help them.

Answer the telephone and receives visitors.

Serve as the Records Management Designee for the district.

Serve as Office of Group Benefits Coordinator for the district.

Perform mail management activities, including maintaining records, paying postage charges, postage inventory and security.

Take program applications, obtains required signatures, ensures that all forms are up-to-date, and enters data into the computer. Maintain and update records in Conservation DeskTop (CD) and ProTracts including applications, contracts, records of practice extensions, payments and/or cancellations.

Maintain security of client’s personal information.

Assist other field office employees by performing specific, routine work components of entire program operations. Assist with QAR (Quality Assurance Review) preparations. Prepare the office’s annual supply order.

Responsible for maintaining up-to-date Civil Rights Posters in the offices. Also needs to complete assigned AgLearn courses on Civil Rights, EEO, Security Awareness and Ethics. Will attend training workshops as scheduled.

KNOWLEDGE, SKILLS AND ABILITIES:

Working knowledge of the State Soil and Water Conservation Commission’s SWCD Policy and Procedures Manual.

Knowledge of organization structure and function of the NRCS in order to route correspondence, distribute mail, refer phone calls and visitors.

Knowledge of organizational structure and function of soil and water conservation districts.

Skill in operating a computer, copy machine, and other office equipment.

The employee will plan and carry out the full cycle of work operations independently, determine priorities and resolves according to established procedures and guidelines. Completed work is evaluated in term of accuracy, efficiency and soundness of information.
