SUMMARY:  Supervises and coordinates activities of ODP Direct Support Professionals, program staff, volunteers, and student interns by performing the following duties. Performs duties of ODP Program Supervisor. Oversee operations of the Office of Developmental Disabilities programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
  • Manages implementation, execution and compliance with Waiver Regulations and Department of Health Guidelines.
  • Coordinates activities of staff in providing services as described in consumer’s individual service plan.
  • Assists agency staff members through individual and group conferences in analyzing problems and in improving skills and understanding how to implement the independent living philosophy.
  • Assists agency staff members through individual and group conferences in analyzing problems and in improving skills and understanding to implement the independent living philosophy. Supports clear and consistent communication of objectives and plans between IL Coordinators and Consumers.
  • Assess critical incidents and directs actions to address such incidents. Counsels Coordinators and Direct Support Professionals individually or in groups as needed, particularly in situations that are urgent or complicated.
  • Reviews case records and evaluates performance of staff members and recommends indicated action.
  • Completes administrative duties to ensure clear and accurate reports. Archives all information determined important by agency operations procedures.
  • Participates in developing and implementing agency administrative policy.
  • Trains new employees in areas such as agency policy, department procedures, and agency or government regulations.
  • Provides in-service training for workers in areas such as new policies, procedures, and regulations.
  • Represents agency in community or in interagency activities in a manner that reflects independent living philosophy.
  • Conducts or directs staff development programs.
  • Manages subordinate supervisors who supervise per diem employees.
  • Responsible for the overall direction, coordination, and evaluation of this unit.
  • May directly supervise up to 10 non-supervisory employees.
  • Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
  • Responsibilities include interviewing, hiring, training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  • Other duties as assigned.
AUTHORITY: The employee may proceed on duties and responsibilities within the following limitations:
  • May authorize service in accordance with agency policies and procedures.
  • May take decisions on hiring of new staff to fill vacant positions or newly-created positions so long as the budget for the position is approved by the COO.
  • May undertake disciplinary actions of staff within their scope of responsibility in accordance with agency policy.

EDUCATION AND/OR EXPERIENCE:
  • The prime candidate must have an Associate’s Degree and/or related experience and/or training; or equivalent combination of education and experience.
CERTIFICATES, LICENSES, REGISTRATION:
  • The ODP Program Supervisor must be able to demonstrate a problem-free record under PA ACT 33 and 34.
LEADERSHIP SKILLS:
  • Action orientated. Should be able to independently analyze and determine work priorities. Should be able to follow up on feedback to ensure positive outcomes.
