Qualification for Consideration

  • Certified CST - Successful completion of the Department of State Construction Surveillance Technician Course (SE631) or equivalent training program.
  • Experience - Two or more years are providing CST services at OCONUS or CONUS Department of State facilities.
  • Flexible Scheduling - you must be able to work at least 16 hours per week on the day, swing, and overnight shifts as your primary job shifts permit and DPC has scheduled shifts.

Objective

Construction Surveillance Technicians ("CST") are individuals who are professionally trained in surveillance and construction techniques to ensure the security and integrity of a construction site, controlled access areas ("CAA"), and materials scheduled for use or inclusion in a cool place.

The goal is to (1) deter the introduction of unauthorized materials to the site and (2) observe the activities of construction workers and visitor(s) on-site to prevent the implantation of covert surveillance devices or systems into the structure being constructed.

Essential Functions

The scope of CST duties and responsibilities shall include the following :

  • Control access to the construction sites.
  • As appropriate, screen and observe personnel activities within or adjacent to a construction site. Personnel includes construction workers, supervisors, delivery personnel, maintenance personnel, and visitors to the site (For reasons of safety and security, only those persons whose names appear on the "Site Access List" will be permitted to enter the job site unescorted.

The Site Security Manager (SSM) will provide the Site Access List.

  • Screen all materials and tools are entering a construction site.
  • Control the Secure Storage Area (SSA) and the materials contained within.
  • Monitor and annotate in writing the practical actions of the construction workers and others on site as they accomplish their various construction tasks and compare the results with project construction documentation.
  • Ensure all equipment, materials, and furnishings for use in specified areas are x- rayed, examined, then appropriately marked, and escorted to the SSA or designated area.
  • Assist the SSM with "Random Selection and Random Procurement" of materials required for construction and installation in, or contiguous to, controlled areas.
  • Inspect persons, packages, bags, boxes, crates, tools, and vehicles randomly before exiting the construction site at the discretion of the SSM.
  • Produce daily logs of all related activities and events.
  • Report all security-related incidents in incident report format (who, what, when, where, why, and how) to the SSM, GTM, or project officer.
  • Immediately Report all anomalies and incidents of a counterintelligence nature directly to the SSM, GTM, or project officer.
  • Fully qualified CST 1s, at the discretion of the SSM / COR, and coordinated with the CST Lead, may be utilized as proctors (mentors) for the On-the-Job-Training program.
  • Other related duties as assigned by the SSM, GTM, or project officer, with coordination with the Lead CST (if applicable for the project).
  • Some travel may be required.

Competencies

Successful completion of Automated External Defibrillator (AED) Training and Cardio Pulmonary Resuscitation (CPR) Training.
