POSITION SUMMARY:
Oversees and administers Center's finance and accounting activities.
QUALIFICATIONS & EXPERIENCE:
Bachelors' degree in Accounting or Business Administration with a major in Accounting and 2 years of related experience.
Relevant experience may be considered in lieu of formal education.
DIRECT REPORTS:
Bookkeeper
JOB DUTIES:
Perform accounting and auditing functions in compliance with all PRH, SOP, PAG, and FAR regulations.
Prepare input data for financial statements and management information reports, including accounting journal
entries, general ledger account analyses, and bank reconciliations.
Provide financial information to F&A Director and Corporate Finance as required.
Maintain cash disbursement journal, general ledger, and cost ledger.
Post accounting transactions, prepare reconciliations, and perform financial tabulations.
Balance books and prepare statistical reports.
Prepare Student Government financial statements and ensure they are posted monthly.
Monitor inter-divisional billings, reconcile accounts, and prepare associated journal entries.
Maintain routine accounting records and reports (e.g., accounts payable, accounts receivable, inventory control,
student pay) in accordance with established procedures.
Prepare Government billings for review and approval by Corporate.
Oversee preparation and disbursement of student payroll and allowances.
Assist in development of budgets, projections, and cost analyses for Center contract negotiations.
Review contracts, leases and purchase orders for financial clauses and unusual financial implications.
Conduct financial and inventory audits frequently and submit reports to F&A.
Perform Center financial accounting operations and reports (e.g., payroll, Student Government funds, petty cash,
accounts payable, travel and other expense, periodic financial reports, etc.)
Assist in planning, directing, reviewing, checking, and reconciling physical inventories.
Interpret financial statements for other activities and ensure technical aspects of information presented are
properly understood.
Assist F&A Director in preparing departmental budgets, to include monthly budget vs. actual costs to include
commitments.
Ensure assigned program areas and systems meet or exceed current DOL/Company performance standards.
Provide training for direct report(s), provide ongoing positive and constructive feedback for professional
development and engagement, follow progressive discipline process for accountability as necessary, and
complete timely performance evaluations as scheduled.
Provide cross-training to direct report(s) to provide adequate back-up coverage.
Recommend and implement department and personnel changes as approved by the Finance & Administration
Director and coordinated with the Center Director, Human Resources prior to implementation.
Exchange ideas and information, both orally and in writing, in a clear and concise manner and contribute
meaningfully to group efforts by offering relevant ideas and knowledge.
Provide input in development of departmental budget.
Monitor and control expenditures.
Review and recommend changes to departmental budget authorizations.
Assist in the development and implementation of new and revised policies and procedures for department and
provide input for policies and procedures for co-dependent areas.

Review and audit all assigned areas regularly for contractual compliance and effectiveness of delivery of services
to students.
Ensure all reports and required plans are submitted in a timely, accurate manner.
Foster a smoothly functioning, efficient department through timely and effective resolution of disruptions.
Operate in accordance with requirements set in the contract, PRH, guides, Standard Operating Procedures, and
corporate policies.
Complete all required training according to Job Corps and Company training schedule.
Advise and support students as a mentor and role model in the achievement of their learning and career goals.
Contribute to cultivation of positive Center culture which is free of harassment, discrimination, intimidation, and
disrespect to provide a safe place for staff and students to work and learn.
Promote 6 C's of Positive Youth Development by treating students respectfully as adults and developing positive
student relationships.
Promote development of Career Success Standards by modeling expected behaviors, mentoring students and
fellow staff to aid in their growth, and monitoring student behavior for accountability and recognition.
Provide quality customer service to students, staff, and other Center customers.
Participate in student employability programs and activities.
Support, promote, and enforce the Job Corps Zero Tolerance Policy.
Maintain a safe and clean work area, adhering to all safety guidelines.
Other duties as assigned.
