Dinwiddie County is Hiring an Assistant Planning Director Near Dinwiddie, VA

General Description

The purpose of this job is to assist directing the daily operations of the planning and zoning division and developing the long range and land use plans. The position conducts policy research, ordinance and policy development, special projects, grant management, and special studies which support the Comprehensive Plan and overall objectives of the County.
This position works independently, under limited supervision, reporting major activities through periodic meetings.

Duties and Responsibilities

The functions listed below are those that represent most of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Interprets and enforces the County’s Zoning Ordinance and responds to related inquiries; interprets and administers subdivision, erosion and sediment control, stormwater, water and sewer ordinance, flood plain protection and automobile graveyard ordinances.
  • Maintains official zoning maps; conducts geographic information system analysis and provides mapping services; interprets tax map zoning.
  • Oversees street naming, numbering and street sign maintenance.
  • Conducts commercial and subdivision site plan review; supervises subdivision plat approval.
  • Reviews applications for and processes zoning permits and business licenses.
  • Serves as flood plain manager/administrator.
  • Assists in the development of ordinance amendment proposals; participates in comprehensive plan updates and amendments; creates community/corridor plans.
  • Recruitment and selection of department personnel; assigns and directs the work of assigned staff; disciplines, suspends, demotes and terminates employees; evaluates the performance of assigned personnel; establishes and validates employees schedules.
  • Assists developers, officials and the general public with resolving planning issues.
  • Provides staff assistance to the Board of Zoning Appeals.
  • Attends various local, state, development and public meetings.
  • Assumes duties of the Director in their absence.
  • Performs related work as required.

Minimum Education and Experience Requirements

Requires Bachelor’s degree in regional planning, public administration or related field, supplemented by four (4) years of progressively responsible experience professional planning; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.

Physical Demands

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

Special Certifications and Licenses

Prefers Master’s degree in regional planning and American Institute of Certified Planners (AICP) certification.
