Principal Technical Advisor, Operational Energy RPI Group, Inc. is seeking a Principal Technical Advisor, Operational Energy to help us support our customer in Washington, D.C. This position will serve as a technical advisor to Assistant Secretary of the Navy for Research, Development, and Acquisition (ASN RD&A) in the Operational Energy Office. In this role, the Principal Technical Advisor, Operational Energy will shape and drive the Operational Energy Strategy; manage stakeholder relationships; set a research and analytic agenda; and support strategic communications. Roles and Responsibilities:
Work closely with the Director, Operational Energy, to drive the Operational Energy strategy.
Offer subject matter expertise in operational energy technologies, acquisition policy, requirements development, budget process, and financial management policy.
Provide in-depth technical expertise of operational energy technologies and systems.
Maintain relationships at Department of Defense (DoD) and Navy Secretariat levels, especially with Assistant Secretary of the Navy for Research, Development and Acquisition (ASN RD&A) and Assistant Secretary of the Navy for Energy, Installations and Environment (ASN EI&E).
Manage relationships to drive operational energy science and technology (S&T) priorities at the Office of Naval Research (ONR) and Naval Research Laboratory (NRL).
Collaborate with OPNAV resource sponsors (e.g., Surface Warfare Division (OPNAV N96), Undersea Warfare Division (OPNAV N97), Air Warfare Division (OPNAV N98)) to include operational energy requirements for major acquisition programs.
Develop Operational Energy focus areas and prioritize projects and studies.
Set Operational Energy research priorities and its analytic agenda. Prioritize Navy basic and applied research (6.1 – 6.2) that furthers operational energy technology Prepare and prioritize Operational Energy studies and analysis. Organize military utility assessment of near and long term operational energy capability.
Shape strategic communications to build constituencies with internal and external stakeholders.
Participate in Department of Defense (DoD), Navy, national, and international planning groups to represent Operational Energy interests.
Qualifications and Education Requirements:
Within the last 5 years, candidate must have had 2 years’ experience in Operational Energy technologies, DoD Acquisition Program, and DoN / maritime platforms
Doctorate degree in a science or engineering Discipline
Active SECRET clearance
Preferred Skills:
10 years of experience including 5 years of experience in Operational Energy technologies with responsibilities in research evaluation, conducting energy analysis and systems engineering
Education in physical sciences, life sciences, or engineering
Specific background in fuel chemistry and advanced energy technologies
