Operational Energy Analyst RPI Group, Inc. is seeking an Operational Energy Analyst to help us support our customer in Washington, D.C. The Operational Energy Analyst will support the Assistant Secretary of the Navy for Research, Development, and Acquisition (ASN RD&A) in the Operational Energy Office. In this role, the Operational Energy Analyst will support execution of the Operational Energy strategy; manage stakeholder relationships; perform programmatic and technical analysis; track power and energy technologies; perform technical reviews; organize annual operational energy portfolio reviews and technical exchanges; and support strategic communications. Roles and Responsibilities:
Work closely with Director, Operational Energy, to execute the Operational Energy strategy.
Be familiar with acquisition policy, requirements development, budget process, and financial management policy.
Prepare policies and procedures to execute the Operational Energy Office strategy. Administer trackers and engagement timelines.
Provide budgetary and analytical oversight of Navy power and energy proposals. Track obligations, expenditures, and awards.
Maintain relationships with technical performers at warfare centers (e.g., Naval Surface Warfare Center, Carderock Division (NSWCCD)); Fleet; and industry.
Interface with Fleet to understand warfighting operational energy challenges and technical opportunities.
Use Department of Defense databases to collect and analyze Navy and Marine Corps operational energy information.
Track power and energy technology development and maturity. Perform technology trades to enhance military utility.
Review technical publications, studies, analyses, and other technical documentation.
Organize, facilitate, and execute annual operational energy portfolio reviews and technical exchanges to share strategic goals, challenges, and solutions across Navy stakeholders.
Shape strategic communications to build constituencies with internal and external stakeholders.
Qualifications and Education Requirements:
Within the last 5 years, candidate must have had 2 years’ experience in operational energy data analyses.
Experience with PBIS, NUERS, VAMOSC, and ADVANA databases.
Experience with Energy REACTS business rules and statutory requirements.
Bachelor’s degree in a science or engineering discipline
Active SECRET clearance
Preferred Skills:
5 years of experience using data analytics and engineering tools to explore Naval platforms and programs in an operational energy context
Experience with technology transition
Experience in chemical, mechanical, or electrical engineering project management
Experience in technology integration for surface combatants and amphibious ships
