About the Position

Global Solutions Ventures (GSV) - a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group - is implementing the Long-term Exceptional technical Assistance Project (LEAP Global), a mechanism used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. This initiative aims to address the complex human resource challenges faced by national infectious disease programs in USAID-supported countries.

LEAP Global seeks to create self-reliant and efficiently managed national infectious disease programs in low- and middle-income USAID-supported countries. This will be achieved by deploying technical advisors and subject matter experts within the national programs. Embedding these experts has been a proven model that has consistently led to the development of national leadership, evidence-based policies, best practices, improved essential systems, effective program implementation, and enhanced coordination with stakeholders, ultimately resulting in self-reliance and sustainability.

GSV is currently seeking a Program Manager (PM) to support the Program Director (PD), Deputy Program Director (DPD), and Senior Program Managers in effective and compliant project implementation. They will be responsible for ensuring contract compliance, risk management, and quality assurance in project implementation and technical deliverables. They will supervise the Project Associate in order to ensure effective administrative and logistics support to project staff and stakeholders. They will provide oversight and coordination of project activities and deliverables, liaise with internal and external stakeholders, work independently to meet deadlines, and achieve project goals.

The Program Manager will provide direct client and partner relationship management, high-quality project management (including financial management and contract compliance), and management of staff. The ProgramManager is expected to develop and maintain positive relationships with internal teams, clients, consultants, and partners, substantively contributing to corporate objectives.

Responsibilities:

  • Independently manages day-to-day duties and responsibilities with full understanding of clients' requirements and the relevant policies and regulations.
  • Supervise and manage project staff, including coordinating onboarding and offboarding processes, monitoring and evaluating performance and deliverables, and supporting coaching, training, and learning for optimal performance and productivity.
  • Ensures compliance in project operations, subcontract management, inventory tracking, and supporting hiring of staff and consultants.
  • Ensures project files are up to date and maintained.
  • Manage and respond to staff requests, develop budgets, draft SOWs, and oversee implantation of activity objectives.
  • Responsible for establishing legal operations in-country and applying regional knowledge.
  • Support compliant program administration,to includeUSAID administrative reporting, operational procurement,consultant management,allowances,travel administration, financial monitoring, and maintaining trackers and compliant program files.
  • Supports internalhome office and fieldfile auditsto ensure documentation is complete.
  • Reviews program documentation and contractual agreements to ensure compliance with Dexis policy and USAID rules and regulations.
  • Ensures that the project and its personnel maintain the proper direction in fulfillment of the contract scope of work. Reviews and provides comments on progress reports, work plans and other documents to ensure compliance with company standards and contract requirements.
  • Elevates contractual or client concernsas appropriate.
  • Demonstrate responsive customer service and maintain close working relationships with a variety of internal and external stakeholders or customers.
  • Supervise Project Associates.
  • Undertake any other duties which may from time to time be required.

Minimum Requirements:

  • Bachelor's degree, Master's preferred.
  • Minimum ofsix years of relevant experience.
  • Previous experiencewithUSAID contracts required.
  • High proficiency in managing the rules and regulations contained within the FAR.
  • High proficiency with MS Excel, Word,PowerPointrequired. Ability and desire to learn corporate financial management software
  • Experience with project management, administration, reporting, monitoring,procurementand financial operations on USAID contracts.
  • Fluency in English.
