Job Description
POSITION TITLE:Director of Employment Services & Pre-ETS -Bloomington and Washington
DIVISION:Vocational Services
SUPERVISOR:Vice President of Community Employment & Program Support Services
CLASSIFICATION:Exempt
STATUS:Full-Time
PURPOSE:
Administer services for Employment Services and pre-employment transition services in multiple counties throughout Indiana. Orchestrate programs and implement policies/practices in compliance with the overall regulations for Vocational Rehabilitation Services, BDDS, BINS, Pre-ETS and Ticket to Work.
KEY AREAS OF RESPONSIBILITY:
  • Supervise the hiring and training process of Employment Services staff.
  • Provide supervision and conduct performance reviews of Employment Services staff including the Pre-ETS staff.
  • Assist in assigning referrals to appropriate staff; assist with maintaining the referral list and tracking of caseload listings.
  • Maintain statistical information and submit monthly and quarterly reports to supervisor related to outcomes for employment services.
  • Oversee the planning and implementation of regular department staff meetings and Pre-ETS collaborative meetings.
  • Oversee submission of required billing documentation from Employment Services staff to fiscal office. Follow budgetary guidelines in coordinating department productivity for all areas. Oversee employee specialists billable time and track monthly productivity.
  • Oversee and maintain BINS plans and TTW referrals.
  • Collaborate with department staff in maintaining and updating policy and procedure manuals and handbooks for clients in employment and vocational services.
  • Participate in development of marketing strategies and materials to promote employment, including TTW, VR, Pre-ETS, and BINS plans.
  • Coordinate promotional activities with other departments of DSI when appropriate.
  • Work cooperatively with Development Staff to market and promote Employment Services.
  • Oversee process to secure performance/satisfaction feedback from employee/employer and clients.
  • Maintain records and progress reporting systems in compliance with agency and position standards/regulations.
  • Represent the agency at state and local meetings, as requested.
  • Promote additional services related to employment, vocational services and transition.
  • Maintain CARF accreditation for Employment Services.
  • Responsible for divisional planning, budgetary accountability, resource management (staffing, materials, etc.), and ongoing communication with staff.
  • Must be physically capable of performing diverse job functions to assist individuals in learning their job duties. Such physical acts include, but are not limited to: standing for long periods of time, bending, mopping, sweeping, pushing, lifting items of various weights, and possess manual dexterity skills to operate various tools and equipment. In addition, must be able to generate case documentation and communicate on the telephone. Physical activities may include but not be limited to: lifting up 25-50 pounds (depending on person served); bending; reaching; stretching; grasping; visual acuity; walking; squatting, guiding; and transporting.
  • Ensure that employees follow all departmental and agency policies as well as state and federal laws.
  • Communicate with VR officials and apply for new counties as necessary.
  • Facilitate person centered planning meetings quarterly as requested. Complete Stateline budget requests as needed annually.
  • Oversee all Pre-ETS administrative duties, develop Pre-ETS summer programming, school break programming, and grow the Pre-ETS program regionally.
  • Enter student and school information into the online Pre-ETS portal.
  • Provide Pre-ETS approved services in schools as needed.
OTHER FUNCTIONS:
  • Attend/request related training as authorized.
  • Serve on interdisciplinary teams or special committees as appropriate.
  • Comply with ethical standards of DSI, APSE, NRA, BDDS, and other governing/affiliated bodies.
  • Promote and display positive attitude and display an overall commitment to the agency’s mission, values, and vision.
  • Ability to work flexible, non-standard hours, including occasional evenings and weekends.
QUALIFICATIONS:
  • MBA, Masters in Public Management or Supervision, or Bachelors in rehabilitation, social services, special education, or related field preferred.
  • Previous experience in employment services, marketing, working with adults with disabilities or similar background desired.
  • Supervisory experience preferred.
  • Demonstrated skills and ability in word processing and verbal presentation.
  • Ability to work flexible nonstandard hours including occasional evenings and weekends.
  • Must be capable of providing personal transportation to meetings throughout county and state if required.
  • Adept at prioritizing multiple job functions, and coordinating routine responsibilities with spontaneous situations and occasional assignments.
  • Maintain a valid Indiana driver’s license, insurance on personal vehicle (minimum of PLPD with Medical liability coverage), and maintain insurability as defined by the agency liability insurance carrier.
  • Must possess and maintain reliable transportation that meets state requirements for transporting persons served.
