Job Description 

POSITION TITLE: Regional Assistant Director, Community Living

DIVISION: Community Living

SUPERVISOR: Regional Director of Residential Services

CLASSIFICATION: Exempt

STATUS: Full-Time

PURPOSE:

The purpose of this position is to provide direct administration to staff working in Supported/Community Living Services. Oversee the development, training, and placement of staff in order to best meet the needs of our clients. Oversee the integration and coordination of each person’s treatment program and ensure all Supported Living services are operating efficiently by following regulatory standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • OVERSEE ALL RESIDENTIAL STAFF:
    • Interview and hire Direct Support Professionals, as needed.
    • Interview, hire, train, evaluate, and supervise Coordinators, QIDP’s, and Clerical Assistants for Supported Living. Ensure that staff provide services based on the documentation requirements in 460 IAC, CARF, BDDS, ISBH, and local and federal law.
    • Monitor and document all Staff Scheduler’s, QIDP’s, Clerical Support Staff paid time off and leaves of absence.
    • Audit and approve Staff Schedulers, QIDP’s, and Clerical Support Staff time and mileage sheets to ensure that schedules are followed, and that time entered for time worked is accurate.
    • Assist Coordinator’s with disciplinary concerns and implementing required discipline for Direct Support Professionals.
    • Complete Supported/Community Living staff schedules as needed.
    • Master and maintain knowledge of the Supported/Community Living scheduling system in Provide.
    • Oversee Staff Scheduler’s and House Manager’s in all aspects of staff scheduling, including managing coverage when staff call offs or open shifts exist.
    • Monitor that staff training requirements are met to meet the following standards: BQIS, CARF, Medicaid, BDDS, and Board of Health.
    • Ensure that employee follow all departmental and agency policies as well as state and federal laws.
  • OVERSEE CLIENT TREATMENT PROGRAMS:
    • Assist with the development and implementation of short and long-range programming including program evaluation systems. Review and update systems as needed.
    • Serve as a liaison between persons receiving services, families, staff, professionals, and the community.
      Safeguard persons receiving services and family’s human and civil rights.
    • Maintain confidentiality of clients.
    • Display patience in all situations involving clients. Speak in an even, positive, and personal tone of voice when conversing with clients.
    • Appropriately respond to client behavior via verbal and/or physical intervention based on the needs of the client.
    • Participate in annual and quarterly meetings for clients as needed.
    • Conduct home visits to clients for the purpose of monitoring client programming as needed.
  • CONDUCT/ATTEND INFORMATIONAL MEETINGS:
    • Participate and lead meetings with the Supported/Community Living QIDP’s, House Manager’s and Coordinator’s weekly.
    • Attend and actively participate in all monthly staff meetings for Direct Support Professionals. Be prepared to update staff on departmental changes, agency announcements, and upcoming events.
    • Develop and participate in monthly staff advisory meetings.
    • Develop and follow a Supported Living site schedule to be present with direct care staff in the homes.
  • ENSURING QUALITY ASSURANCE AND COMPLIANCE WITH CLIENT FILES:
    • Work alongside Quality Assurance to ensure Supported/Community Living investigations, corrective action plans, safety drills, and all client health and safety measures are being followed and implemented.
    • Work with Quality Assurance and Training Manager on effective training needs for current and new employees.
    • Ensure documentation of Supported/Community Living Services is completed, including but not limited to daily notes, MAR, training plans, risk plans, and any other necessary documentation.
    • Complete incident reports, including BDDS, as needed. Provide any follow-up.
    • Maintain current knowledge and understanding of industry related trends, concerns, and changes.
    • Monitor the database of Supported/Community Living Emergency Drills and ensure that Direct Support Professionals are completing drills as scheduled. Provide a monthly summary of emergency drills to the Director, Community Living for the quarterly management report.
    • Assist with Supported/Community Living outcome measurement reports.
    • Work with Quality Assurance and QIDP’s on all Provide measures.
    • Audit and review QIDP monthly reports and ensure they are uploaded into BDDS portal.

    OTHER FUNCTIONS:

    • Promote agency philosophies, generate team spirit, create and maintain an environment that fosters employee satisfaction, maximized productivity, and profitability.
    • Must be able to care for the physical needs of the clients including feeding, hygiene, and toileting. Must be capable of assisting in physically transferring/moving clients when needed. Physical activities may include but not be limited to: lifting up to 25-50 pounds, bending, stretching, grasping, visual acuity, walking, squatting, guiding, and transporting.
    • Have a full understanding of Home Community Based Services and ensure standards are being followed throughout Supported Living Services.
    • Have own transportation to/from meetings and events in and around the entire service area.
    • Complete duties as delegated by the Director, Community Living Services.
    • Comply with standards of DSI, APSE, BDDS, CARF and other governing bodies.
    • Ability to work flexible, non-standard hours, including occasional evenings and weekends.
    • Participate in the on-call rotation. Provide direct care as needed.

    QUALIFICATIONS:

    • Bachelor’s degree and 3 years of related experience; or an equivalent combination of both.
    • Maintain a valid Indiana driver’s license, insurance on personal vehicle (minimum of PLPD with Medical liability coverage), and maintain insurability as defined by the agency liability insurance carrier.
    • Must possess and maintain reliable transportation that meets state requirements for transporting persons served.
    • Possess and maintain a clear criminal record.
    • Supervisory experience preferred.
    • Must possess excellent communication skills both written and verbal.
    • Must possess or be able to obtain CPR, NCI, and first aid certification annually and perform as necessary.
    • Must have the ability to successfully work in both independent and group settings. Must have the ability to effectively communicate during a crisis situation.
