The City Manager is an independent thinker who effectively makes hard decisions to benefit the city. 

Municipal executives with impressive experience as successful managers are sought for this position. The East Point City Manager is highly effective in their efforts to set expectations and hold self and others accountable while also being a strong advocate and assertive consensus builder. 

Key priorities for the East Point City Manager include:

  • Evaluate thoroughly the culture and structure of the organization and employee satisfaction, assess staffing levels, compensation, training, and other work factors, and advocate for short- and long-term solutions to improve morale and organizational stability. 
  • Recruit and retain a skilled, diverse workforce, while leveraging internal talent and engaging employees in continuous training, development, and succession planning to further position the organization as a competitive employer. 
  • Analyze and update operational policies and procedures to enhance the organization’s accountability, efficiency, and productivity. 
  • Develop a strategic plan for economic development that both identifies opportunities and addresses challenges such as affordable housing while also overseeing the implementation of capital projects in various stages of development and construction. 
  • Invest significant time and energy in learning the community, building sustainable relationships, fostering a workplace culture of “getting to yes,” and establishing and maintaining trust between community members, City leaders, City Council, and other stakeholders. 

About the Organization and Position:

The City of East Point operates under a Council-Manager form of government, governed by a mayor and an eight-person Council who each serve four-year terms of office. East Point city leaders are committed to providing exceptional city services that enhance the quality of life in the city. East Point’s current strategic plan supports key priorities within six focus areas: a Safe & Sustainable Community, an Innovative and High-Performing Organization, Fiscal Sustainability, Infrastructure, Economic Growth and Equity & Inclusion. 

The City Manager, with the support of a Deputy City Manager, leads 559 full-time and 37 part-time employees across 13 departments with direct supervision of the following departments: Police, Fire, Electric, Economic Development, Human Resources, Information Technology, Finance, Communications, Parks and Recreation, Planning, Public Works, Solid Waste, and Water and Sewer. The City Manager supervises and manages the City's daily operations and develops and manages the City’s budget (annual general and capital budgets). East Point’s FY 23 – 24 budget of $190.9M (General Fund Budget = $57.2M) is supported by a tax rate of $.13 per $100 of assessed tax value. 

The successful City Manager is: 

  • a proactive and effective municipal government leader with significant knowledge of state laws, codes, ordinances, regulations, and guidelines governing city operations; 
  • skilled in preparing and administering municipal budgets and has the demonstrable ability to prepare and analyze comprehensive reports;
  • skilled in planning, organizing, staffing, and directing the efficient and effective delivery of city services, programs, and functions through subordinate staff;
  • strategic and intentional in navigating growth and advancement opportunities through the implementation of capital projects and Council priorities;
  • experienced in bridging gaps between City Council and employees; 
  • thrives in a fast-paced, high-functioning environment and actively and consistently engages with community members; 
  • knowledgeable of electric utility, water, and sewer operations including general operations and management relationships with a Municipal Cooperative for Electricity; and, 
  • known as an excellent communicator both verbally and in writing and is responsive, firm, and apolitical in interactions and communications with the Mayor and Council. 

The successful candidate must have a minimum of a bachelor's degree and 10 - 12 years of progressively responsible experience in local government, or related field, including five years as a senior executive managing more than one department. Preferred qualifications include familiarity with GA municipal management, a master's degree, and ICMA credentialing. 

About the Community: 

The City of East Point is in the northwestern portion of Georgia adjacent to and southwest of the City of Atlanta in Fulton County. The city was chartered in 1887 and was named for its position in relation to the railroad. East Point, which stretches approximately 18.1 square miles is a quaint, urban, and friendly community that offers the full amenities of a big city. 

With over 35,000 residents and more than 17,000 households, East Point is the fifth largest City in Fulton County and is made up of many unique and affordable historic neighborhoods. In addition, residents, businesses, and visitors alike enjoy light traffic and easy access to the MARTA bus and rail transportation system, as well as the Historic Downtown District and Camp Creek Marketplace. 

East Point is conveniently located just five minutes from Hartsfield-Jackson Atlanta international Airport, and 10 minutes from downtown Atlanta. East Point is home to the Camp Creek Business center, South Meadow Business Park, and several Fortune 500 Companies. The City’s future is supported by the East Point Main Street Association (EPMSA) which is integral in helping develop the City's Downtown District. The district was designed to create a central gathering place of pride and heritage, while strengthening the tax base, promoting tourism, and increasing public and private investments.

Fulton County, the economic engine of Georgia is in the north central part of the state. The warm southern climate produces plentiful hardwood and pine forests, making the area a beautiful place to live. Fulton County encompasses 528.7 square miles and stretches over 70 miles from one end to the other. 

Salary and Benefits: The hiring range for this position is $185,000 to $200,000. The starting salary is based on experience and qualifications. East Point provides a comprehensive benefits package
