Detroit Wayne Mental Health Authority is Hiring a Residential Care Specialist Near Detroit, MI

Under the general supervision of the Residential Service Director, the Residential Care Specialist (RCS) is responsible for providing appropriate residential services including assessment and placement of members into the most appropriate residential settings. 

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Provides specialized behavioral assessments and intervention services for individuals seeking and receiving residential services. 
  • Completes a comprehensive initial assessment of the Detroit Wayne Integrated Health Network member as it relates to residential services.
  • Interviews members and gathers pertinent information regarding the member’s needs.
  • Interviews the member, appropriate family members, physicians and other members of the Multidisciplinary Care Team to evaluate the member’s residential and/or supportive service plan and updates as needed. 
  • Reviews levels of care as necessary to ensure appropriate authorizations.
  • Supports the development, monitoring and management of the care coordination activities related to the Residential Service and/or Supportive Service programs (SIL and CLS). 
  • Provides clinical guidance and support to Residential Care Coordinators.
  • Supervises the review and authorization of residential services and programs for individuals diagnosed with a serious mental illness, intellectual developmental disability and/or co-occurring substance use disorder. 
  • Ensures that members receive interventions to meet the full extent of the services authorized.
  • Coaches clinical teams on the residential assessment and clinical alignment of documentation.
  • Reviews data and reports submitted by Residential Care Coordinators.
  • Recommends changes to the program, procedures, and data collection methods to assure programs reflect each individual’s development and progress towards identified goals.
  • Observes and assesses consumer skills and progress to provide recommendations for ongoing intervention and behavioral programming.
  • Collaborates with additional service providers on the consumer’s support team to ensure comprehensive service delivery.
  • Addresses program delivery with families.
  • Assists with overcoming challenges in implementing programs and placement.
  • Encourages caregiver participation.
  • Reviews progress reports and treatment plans ensuring that they meet the requirements of regulatory agencies and funding sources and are clinically accurate and appropriate.
  • Maintains and ensures accurate documentation of billable tasks that meet the requirements of regulatory agencies and funding sources.
  • Ensures that DWIHN is HIPAA compliant.
  • Coordinates documentation to ensure reauthorization and continuation of services.
  • Attends staff meetings, trainings, and other meetings as requested.
  • Provides guidance and supervision of the process for all housing and in-home supportive service referrals and requests. 
  • Serves as an advocate and liaison for MI, IDD, and SUD members with Affiliated Providers.
  • Provides guidance and oversight for residential team meetings, pre-release meetings, placement review committee meetings and discharge planning meetings. 
  • Verifies data collection for the purpose of assessing care coordination and authorizations of care. 
  • Provides technical assistance, guidance and oversight for Affiliated providers on behavioral care coordination practices.
  • Provides explanation of behavioral health services and benefits.
  • Performs related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES (KSA’S)

  • Knowledge of community-based behavioral health care.
  • Knowledge of DWIHN policies, procedures and practices.
  • Knowledge of the DWIHN provider network and community resources.
  • Knowledge of the Michigan Mental Health Code.
  • Knowledge of MDHHS policies, rules, regulations and procedures.
  • Knowledge of the clinical care process (screening, assessment, treatment planning, case management, and continuing care).
  • Knowledge of and ability to use screening and assessment tools for behavioral health services.
  • Knowledge of Medicaid, local, regional and national codes, laws and regulations.
  • Knowledge of medical and behavioral health practices and terminology.
  • Knowledge of compliance standards.
  • Knowledge of documents / regulations that govern the provision of mental health services, e.g., Medicaid Manual Mental Health and the Mental Health Code.
  • Knowledge of the practices and principles of psychological, emotional, and sociological assessment and diagnosis.
  • Knowledge of Community Mental Health Services Programs (CMHSP) and Prepaid Inpatient Health Plans (PIHP).

REQUIRED EDUCATION:

A Master’s Degree in Social Work, Psychology, Counseling, Nursing (a Bachelor’s Degree will be accepted), the Human Services, the Social Services or a related field.

REQUIRED EXPERIENCE:

Five (5) years of professional experience in behavioral healthcare or a community mental health setting.

Experience must include the following:

  • Experience in the provision of Behavioral Health Benefit Services.
  • Experience with Assessment and Utilization Management Review. 
  • Experience working with adults who are seriously mentally ill, persons with a developmental disability, children who have serious emotional disturbances, elderly persons with co-occurring mental illness, persons with co-morbid conditions or persons with substance use disorders.

REQUIRED LICENSE(S).

A Valid State of Michigan clinical licensure: RN, LMSW, LMHC, LPC, LLP or PhD. 

A valid State of Michigan Driver’s License with a safe and acceptable driving record.

 WORKING CONDITIONS:

Work requires the employee to drive to different sites throughout Wayne County and the State of Michigan.
