Detroit Wayne Mental Health Authority is Hiring a Provider Network Manager - Housing Near Detroit, MI

Under the general supervision of the Director of Contract Management, the Provider Network Manager – Housing is responsible for the oversight and coordination of contracts between DWIHN, the State of Michigan, HUD, and the assigned Providers of the Housing Assistance Programs.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Provides oversight or housing programs that include but are not limited to: The Housing Resource Center, HUD Programs- Supportive Housing, Project to Assist in Transition from Homelessness Programs (PATH), and additional Housing Contracts as identified by DWIHN.
  • Monitors and assesses providers compliance with Federal, State and County standards.
  • Develops Board Actions and supporting documents for contracts.
  • Reviews and approves monthly Financial Status Reports (FSRs) for the providers of the Housing Assistance Programs.
  • Reviews and collects data from providers on the effectiveness of and efficiency of programs and services delivered to consumers via monitoring of the Homeless Management Information System (HMIS), quarterly reports and Annual Progress Reports (APR’s).
  • Supervises program compliance.
  • Issues corrective action plans.
  • Assists with program implementation.
  • Responds to issues, questions, requests, and complaints related to housing oversight.
  • Represents DWIHN at Continuum of Care and other housing related meetings at the State and local level.
  • Works collaboratively with stakeholders to end homelessness in the City of Detroit and Wayne County.
  • Collaborates with Finance, Information Technology, Recipient Rights, Quality Management, and Clinical Services to ensure that all contractual issues/concerns are addressed.
  • Serves as the provider’s primary point of contact with the Network. 
  • Facilitates the successful implementation of new contracts with providers by providing technical assistance.
  • Monitors, assesses, and ensures that providers receive required and necessary training.
  • Explains and interprets the Network’s policies, procedures, and goals to the provider network. 
  • Participates in the analysis of network provider performance data to ensure appropriate network utilization.
  • Identifies needs for network modification and reconfiguration. 
  • Maintains documentation of all interactions with the provider network. 
  • Submits monthly and quarterly written reports regarding provider network performance and progress. 
  • Monitors the contractual process from board action to approval. 
  • Maintains oversight of the contracting process with network providers to ensure compliance with all procurement requirements.
  • Performs related duties as assigned.

  • Knowledge of MDHSS housing program guidelines and requirements.

REQUIRED EDUCATION:

A Bachelor’s Degree from a recognized college or university in the Human Services, the Social Services, Nursing, Public Health, Public Administration, Healthcare Administration, Health Management, Business Administration, or a related field.

REQUIRED EXPERIENCE:

Five (5) years of post-degree professional experience in behavioral healthcare or community mental health.

Experience must include the following:

  • Two (2) years of full-time paid professional experience working in supportive housing services for a community mental health or community health agency.

AND

  • Two (2) years of experience administering the U.S. Department of Housing and Urban Development (HUD) Programs in the State of Michigan. 

NOTE: A Master’s Degree in the educational fields required by this posting may be substituted for two (2) years of the required behavioral health or community mental health experience.

REQUIRED LICENSE(S).

A valid State of Michigan Driver’s License with a safe and acceptable driving record.

WORKING CONDITIONS:

Work is usually performed in an office setting but requires the employee to drive to different sites throughout Wayne County and the State of Michigan. This position can work remotely with supervisory approval. Currently this position is primarily a remote position.
