*This role is exclusively on-site , requiring daily commutes to the office. Therefore, candidates must reside in the Detroit/Metro-Detroit area before employment*

MISSION STATEMENT

Our mission is to return the city's blighted and vacant properties to productive use. We utilize a variety of Sales programs to make homeownership and land purchases accessible to Detroiters. Plus, we take our commitment to revitalization one step further with our Compliance and Nuisance Abatement programs, requiring renovation and occupancy to improve neighborhoods, eliminate blight, and combat real estate speculation. The Detroit Land Bank Authority works directly with individual buyers, as well as Community Partner organizations and developers for projects big and small.

ABOUT THIS OPPORTUNITY

The Project Manager II (contractor) completes a variety of assignments to assist in managing and facilitating the renovation and disposition of property by the Detroit Land Bank Authority (DLBA) for rehabilitation programs managed by the DLBA, including: (1) projects consisting of small- and large-scale rehab or new construction for residential housing.

This is the experienced level. The employee performs a full range of professional assignments in a full functioning capacity. Considerable independent judgement is used to make decisions in carrying out assignments. Guidelines may be available but require adaptation or interpretation to determine appropriate courses of action.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Monitor job sites to ensure procedures are enforced, specifically established security protocol and permit posting
  • Inspect, verify and report to Construction Manager on conditions that may require changes to contract specifications, construction work procedures or schedules
  • Prepare internal and external reports pertaining to job status
  • Evaluate work performed by Skilled Trades and General Contractors
  • Participate in Weekly Contractor Meetings
  • Create, maintain, and update construction schedules to monitor progress and anticipate on time product and material deliveries
  • Work closely with the Construction Manager to oversee and direct construction projects from conception to completion
  • Coordinate with contractors
  • Confer with General Contractor, Construction Manager and others to solicit information and to develop solutions to contractual, staffing and other problems encountered on job sites
  • Build relationships with City supervising trade inspectors, local utility providers (DTE and DWSD) and vendors to ensure completion of projects in compliance with all ordinances and construction codes.
  • Assist with vetting and onboarding new contractors
  • Prepare Scopes of Work that will be used to solicit bids from qualified contractors
  • Participate in Punchlist Walk-throughs and coordinate completion of Punchlist Items
  • Utilize housing rehabilitation software to assist with developing floor plans, building ideas, concepts, and designs
  • Offer solutions during the design process, while working with structural engineers, design team and Construction Manager
  • Periodically update pricing data stored within Land Bank’s scoping software.
  • Implement procedures for activating Utilities (gas, water, electric)
  • Ensure contractors are meeting contractual conditions of performance.
  • At project close-out, assist Construction Manager to document contractor performance

ADDITIONAL SKILLS

  • Builds and maintain relationships with General Contractors, and other organizations to strengthen community ties with Detroit Land Bank Authority (DLBA)
  • Confident, articulate, and professional speaking abilities for presentations to public and/or groups with the ability to adapt communication style to suit different audiences
  • Ability to read architectural, plumbing, mechanical and electrical drawings and specifications
  • Proficient use of housing rehabilitation software such as Housing Developer Pro
  • Working knowledge of Computer-Aided Design (CAD) Software such as Chief Architect
  • Proficient use of Cost Estimating software such as RS Means Online
  • Working knowledge of video conferencing software such as Microsoft Teams or Zoom
  • Working knowledge of cloud-based, work management tools: Smartsheet and Salesforce
  • Proven working experience in construction management
  • Experience applying for City of Detroit Building Detroit Permits, coordinating site inspections, and collecting COAs.
  • Experience coordinating with DTE the installation of Pre-Construction Mounts (PCMs).
  • Advanced knowledge of construction management processes, means and method with the renovation and construction of residential buildings and site work related thereto
  • Expert knowledge of building products, construction details and relevant rules, regulations and quality standards
  • Understanding of all facets of the construction process

DESIRED SKILLS

  • State of Michigan Residential Builder’s or Maintenance & Alteration Contractor License
  • Certification as a State of Michigan Lead Abatement Supervisor, Lead Inspector and/or Lead Risk Assessor
  • Accreditation as a State of Michigan Asbestos Inspector and/or Supervisor
  • LEED certification and/or familiarity with Green-Star, Home Performance with Energy-Star and/or other similar residential green building standards
  • ·OSHA 10 Certification

QUALIFICATIONS

  • Master’s degree in Construction Management or a related field, preferred
  • At least four (4) years of experience in a building trade and at least 1 year supervising a construction site or serving as a Project Manager I.
  • In depth knowledge of Detroit communities and respect for diverse cultures/lifestyles
  • Ability to work evenings and weekends to represent DLBA at community events
  • Ability to work cooperatively and effectively with outside organizations and stakeholders
  • Ability to work well in a fast paced and demanding environment
  • Excellent communication, both verbal and written, and grammar skills
  • Excellent time management skills and ability to multitask
  • High level of customer service orientation
  • Proficient use of the following software: Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Teams, SharePoint)
  • Must possess a dependable vehicle and a current and valid license to drive in the state of Michigan
