About The JobDo you enjoy working in a dynamic environment, streamlining accounting processes, enabling programs to be more fast-moving and adaptive? Can you understand complex government financial information and communicate it clearly to a non-fiscal audience? If so, you may be the right candidate to be the Health Services Accountant.
This position will be providing fiscal and grant management for a complex and rapidly evolving healthcare environment. Specific duties include performing professional accounting and financial analytical activities using generally accepted accounting principles, methods, and practices. The position requires an in-depth knowledge of financial reporting and related systems, and Federal grant management. Duties include: maintaining and reconciling accounting records for multiple unique and complex budgets, researching financial issues and resolving discrepancies, preparing and entering budgetary and payroll projections, balancing inter-fund activity, reviewing and recording receipts and expenditures and, if necessary, making adjustments; preparing monthly performance reports to internal and external agencies, comparing actual budget with supporting variance analysis and explanation; reconciling sub-ledger balances to control totals; preparing monthly reconciliation for the Department's accounts; preparing year-end audit work papers and financial reports including the Schedule of Expenditures of Federal Awards (SEFA), implementing and supporting grant budgetary management processes in accordance with Federal guidelines, and conducting cost-benefit analysis of potential purchases and funding opportunities.
This position is located in Deschutes County and may be eligible for hybrid of in-office/remote work as allowed by policy and approved by the supervisor.
What You Will BringKnowledge of or experience with:
  • Governmental accounting and financial reporting standards.
  • Exercising patience and discretion in communications with others inside and outside the organization and ability to communicate technical concepts to others, as needed.
Skill In
  • Performing account and variance analysis, preparing account adjustments, and completing financial statements and custom reports using PC-based financial software and spreadsheets.
  • Communicating effectively both verbally and in writing.
  • Establishing and maintaining effective working relationships with others at all times.

Compensation$6,513.84 to $8,729.19 per month for a 172.67 hour work month. Excellent County benefit package when eligible. This position is available immediately.

Minimum Qualifications
  • Bachelor’s degree in Accounting, Finance, Business or Public Administration;
  • AND three (3) years of public sector accounting experience;
  • OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the essential functions of the job.
Preferred Qualifications
  • Master's degree in accounting.
  • Experience with Payroll/Finance/HRIS systems.
  • Reviewing interrelated financial and technical records and identifying and reconciling errors
  • Experience working with Power Pivot, Power Query, Power BI, SQL, or other advanced financial reporting tools.
  • Experience in grant management and reporting.
Necessary Special Requirements
The employment offer will be contingent upon pre-employment screening for criminal history and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). These screenings must be completed with satisfactory findings in order for a formal offer of employment to be extended.
Physical Requirements. Must have the ability to work in an office that is environmentally controlled; possess sufficient hand coordination to perform keyboarding and data entry; arm/hand movements to retrieve work materials and operate a variety of general office equipment. The position is frequently required to sit, walk, stoop, bend, reach, stand, grasp, talk, hear, see, and may lift up to 10 pounds.
