Job Duties

The Department of Labor and Industry (DOLI) is seeking a highly motivated, innovative, and skilled human resources professional to serve as a Program Support Technician in the Human Resources division. This position reports directly to the Director of Human Resources.

This is part-time position without benefits. The incumbent is expected to work up to 29 hours/week, 1500 hours/year.

Duties and Responsibilities:
The Program Support Technician will serve as a subject matter expert (SME) to the Manassas Regional Office and will provide oversight over an array of HR functions within the regional office to include, but not limited to, onboarding/offboarding, employee and labor relations, benefits, training, employee recognition, performance planning and evaluation, and other administrative tasks as assigned.
The technician will provide expert-level advice to managers and supervisors regarding complex matters, while providing an accurate interpretation and application of state, local, and federal policies and regulations related to various HR functional areas. The technician will also provide extensive contact with internal and external stakeholders to provide guidance and problem-resolution services. May lead and/or manage projects assigned to the HR team. Responsible for contributing to process design and improvements for business processes. Serves as a strategic partner and liaison between headquarters and the regional office. Must operate with the highest level of professionalism and integrity.

The Program Support Technician will also provide administrative assistance to the staff withing the Virginia Occupational Safety and Health program. This position will be responsible for providing callers and visitors with a positive customer service experience, preparing, sorting, and distributing agency mail, ensuring confidential record keeping and data entry, as well as providing administrative support to employees and agency programs.


The technician will ensure that all departmental practices are applied consistently, accurately, fairly, and timely, while assisting staff with developing a culture of integrity, collaboration, high performance, equity, and career progression. The technician will guide and implement HR and VOSH program change processes, modernization, progressive solutions, and technological solutions.

Minimum Qualifications

  • Extensive knowledge of the principles and practices of human resource management and the policies and procedures governing its applications, including, but not limited to EEO, FMLA, ADA and Virginia’s DHRM policies and Virginia Personnel Act (VPA)
  • Ability to gather and analyze qualitative and quantitative data to reach logical conclusions; to present findings and options that support agency objectives and statewide policy guidelines
  • Demonstrated ability to use personal computers with considerable knowledge of Microsoft Office, Cardinal, PageUp, and Teams
  • Ability to research complex issues, make decisions, clearly articulate reason/rational for those decisions
  • Ability to interpret and apply policies and procedures
  • Ability to effectively plan, organize and prioritize work with strong attention to detail
  • Ability to work independently with minimal supervision
  • Experience working with all management levels and departments within an organization
  • Experience working in a front-line administrative assistant role in an office setting; involving customer service to the public while performing various receptionist, administrative, and program support tasks
  • Ability to establish and maintain a professional rapport with a wide variety of internal and external customers at all levels in the organization
  • Strong organizational skills with the ability to take the initiative to work independently and as a team member

Additional Considerations

  • Prior experience in human resources with a Commonwealth of Virginia state agency
  • Professional certification in Human Resources or Organizational Leadership and Development

Special Requirements:
  • Possession or ability to obtain a valid driver’s license within 30 days of hire
  • Ability to travel overnight occasionally
  • Ability to perform moderate physical activity that includes, but is not limited to, climbing stairs and ladders, bending, walking up and down inclines, occasionally lifting and carrying loads up to 30 pounds, etc.
  • The selected candidate must pass a criminal background investigation, and successfully serve a 12-month probationary period effective from the date of employment if beginning employment as an original hire or re-employment.
Special Instructions:
The hourly rate for this position is $22.00 – $35.00. This position does not offer benefits.
