The role:
Join our team as the assistant district 13 manager in La Grande! In this role, you will be responsible for furthering the immediate and long-term planning, budgeting and management of all maintenance operations of state highways and related facilities within our district in support of the district and region manager. You will be directly responsible for managing several programs including design, construction, inspection and procurement of contracts, incident response and more! The goal of this recruitment is to fill this position at a Transportation Operations and Maintenance Manager 2 level. However, we encourage candidates who meet the minimum qualifications for a Transportation Operations and Maintenance Manager 1 ($6,257 - $9,677) to apply, as we may consider underfilling the position until the selected candidate meets the minimum qualifications for a Transportation Operations and Maintenance Manager 2. Underfill training will not exceed three years.

A day in the life:
  • Assist the district manager in general supervision of all district transportation maintenance managers and coordinators.
  • Develop short and long-term plans to improve productivity, develop staff and more.
  • Serve as a liaison for the district manager with public agencies,
  • Respond to inquires from the public while representing ODOT.
  • Ensure compliance with statutes and rules that govern highway permitting and access.
  • Assist with identifying, selecting and advising the department on specific projects or programs.
  • Manage the preparation of the district budget including for specific crews.
  • Analyze activities and programs within the budget and authorize and monitor expenditures.
  • Assist during emergencies in the coordination of law enforcement agencies, establishing detours, accident cleanup and more.
  • Work with local governments to develop and protect the integrity of the area transportation network.
  • District-wide daytime travel is frequent. On-call for emergency responses up to 24 hours per day, 7 days a week is required. Flexible work schedules available with working 4 days a week with 10 hour shifts optional with manager approval.

Minimum qualifications for a Transportation Operations and Maintenance Manager 2:
Six years of supervision, management, or progressively related experience;
OR
Three years of related experience and a bachelor's degree in a related field.
Minimum qualifications for a Transportation Operations and Maintenance Manager 1 (Underfill Option):
Five years of lead work, supervision, or progressively related experience;
OR
Two years of related experience and a bachelor's degree in a related field.
Special qualifications for both:
Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

  • Proven leadership skills and ability to make decisions efficiently and independently that align with the goals of the district and agency.
  • Knowledge and experience with construction equipment, highway maintenance, highway standards, and design for various roadway features (drainage facilities, striping materials, signing, guardrail, pavement types, etc.).
  • Familiarity with construction specifications, contracting procedures and rules for the purpose of writing maintenance and emergency repair contracts.
  • Strong verbal and written communication skills relating to management of staff, customer service, handling disputes and conflict resolution.
  • Demonstrated leadership in creating a safe working environment.
