Vacancies will be filled in the following specialty areas: Office of Appeals Case and Operations Support Planning Policy Quality & Analysis

15-Vacancies- Will be filled in any Appeals location listed within this announcement.

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

* Plans, organizes, and carries through to completion broad, long-term analytical studies and projects requiring analysis of effectiveness, efficiency and productivity of substantive, mission-oriented programs. Coordinates the Appeals Business Review and/or other program reviews. Serves on task forces or study groups as the division's representative to address divisional and Servicewide issues and ensures that the Chief's policies and views are fully expressed and advocated. Evaluates the efficiency and appropriateness of the delivery of appellate services to taxpayers.

* Leads teams of unit managers and employees or independently studies complex problems facing the unit or those of particular concern within the division. Plans, schedules and conducts on-site program evaluations and assistance visits. Reviews local operations and work accomplishments for effectiveness and compliance with national/area directives. Identifies areas of concern, provides advice, and makes recommendations including those to establish or modify policies. Utilizes expert analytical or process analysis skills to coordinate input from activities outside the division and to identify new or modified methods of performing work.

* Provides analytical expertise of Appeals programs to executives, senior managers, supervisors and employees including assistance and guidance in interpreting and implementing Appeals policies, procedures, tax laws, and regulations including the most complex. Assesses the impact of new programs, policies and legislative changes on existing programs and resources.

* Coordinates cross functional activities with the unit, including development of unit operating plans, Business Plan and Business Review assessment and reports. Assists the Chief with oversight responsibilities by conducting specific studies and analyses to support operational reviews and to measure achievement of goals and performance expectations, execution of plans, accomplishment of benchmarks, compliance with directives, and effective utilization of resources.

* Analyzes and evaluates program accomplishments including the identification of issues regarding policies, procedures, and systems. Develops operational, program and policy guidance for Appeals activities. Determines organizational and program effectiveness in meeting baseline and the degree to which program plans and achievements support strategic initiatives both in Appeals and servicewide. Provides evaluative comments to the director pertaining to the performance of the Appeals systems, personnel, and processes.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS- 14 LEVEL: To be minimally qualified for this position you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes experience that demonstrates comprehensive knowledge of the Internal Revenue Code and related rulings, regulations, and court decisions pertaining to the computation of individual and corporate taxable income and one or more specialized areas of the Code; experience using basic and intermediate accounting principles, in order to provide guidance to Appeals Officers and management on work practices and techniques and to perform technical studies and/or projects related to substantive Appeals programs; comprehensive experience with a wide range or analytical and evaluative methods and techniques, both qualitative and quantitative to accomplish complex projects or studies of broad scope and substantive issues; experience applying investigative, problem solving and settlement techniques of Appeals programs to develop new or revised policies, programs, techniques, standards and concepts; experience developing personal relationships, including the ability to relate well with a diversified group of individuals at all levels and ability to meet and deal tactfully and persuasively with individuals on controversial and sensitive matters in order to resolve issues; experience communicating, listening and fostering dialogue with upper management, peers, and internal and external customers to present technical findings, provide guidance, define policy, resolve issues, and represent the organization.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
