Department of The Navy is Hiring an INTERDISCIPLINARY COMMUNITY PLANNER/ENGINEER/ARCHITECT with Security Clearance Near Ventura, CA

Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Duties * You will classify the type of work (construction/renovation) to align with current federal funding regulations. * You will act as a Project Manager and technical expert over the development of project justification and documentation in support of Military Construction Project Data Sheets (DD1391's) for new facilities and major renovations. * You will apply architectural and/or engineering skills in order to produce a wide variety of facility planning products and services for a high-tempo Navy installation. * You will validate facility requirements through investigation and update Facility Planning Documents (FPD's). * You will make recommendations to decision makers based on sound economic analysis. * You will create technical plans for system development, fielding, and sustainment processes. * You will implement planning criteria when managing projects (e.g., Master Plans, Special Planning Studies, Basic Facilities Requirements, Facility Planning Documents, or similar components) to meet requirements. * You will prepare scopes of work, serve on A-E slate and selection boards, and evaluate A-E performances for accuracy, adequacy, completeness, and conformity in order to make suggestions designed to improve the product. Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. Qualifications For the GS-12:
In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading multi-disciplined teams involved with base and asset development; 2) Applying a wide range of facilities engineering theories (i.e. demographics, development trends, local economic conditions, sustainability concepts, economics and cost estimating) to meet mission requirements for compatible land use, encroachment issues, safety considerations, (AT/FP, HERO, AICUZ, EMR, etc.), the NEPA process, cultural resources regulations, the impact of natural resources management and planning and programming procedures; 3) Making recommendations to decision-makers based on sound economic analysis; 4) Utilizing basic proficiency in information technology, such as Geospatial Information Systems (GIS), Interoperable Enterprise Facilities Management (ieFACMAN), eProjects, Electronic Project Generator (EPG) and internet Navy Facilities Assets Data Store (iNFADS) in order to support facilities engineering.; and 5) Preparing economic analysis and cost estimates related to facilities planning. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
