This position is located in Charleston, Oregon.

This seasonal (March 15 through October 15 each year at 32 hours a week) position is represented by the American Federation of State, County, and Municipal Employees (AFSCME).

About the agency!

Established by the Oregon Constitution in 1859, the State Land Board oversees the Common School Fund, which sends tens of millions of dollars every year to Oregon’s K-12 public schools.

The Department of State Lands (DSL) is the administrative agency of the Land Board, which consists of the Governor, Secretary of State, and Treasurer. DSL carries out the day-to-day work of managing the school lands and resources that contribute revenue to the Common School Fund. The agency also oversees Oregon’s public waterways and administers regulatory programs that protect wetlands and waters of the state. Additionally, DSL is the state partner for South Slough National Estuarine Research Reserve, which is protected and managed for long-term research, education, and coastal stewardship.

The agency’s mission is to ensure Oregon’s school land legacy and protect waterways and wetlands of the State through superior stewardship and service.

The SSNERR was established in 1974 pursuant to an agreement between the State of Oregon and the US Department of Commerce’s Office of Ocean and Coastal Resources Management. The Reserve is a special research natural area that encompasses approximately 7,000 acres in the southern portion of the Coos estuary. The site was selected to represent estuaries and coastal watersheds found within a broad region covering approximately 1,000 miles of the Pacific Northwest coastal zone. The Reserve provides a location and facilities for SSNERR researchers, visiting scientists and members of the public to conduct research and monitoring activities designed to improve understanding of estuaries and coastal watersheds found in this region. The Reserve also provides a wide array of educational science programs and opportunities ranging from a visitor center equipped with interpretive exhibits, aquaria and multi-media displays, to personalized programs led by both professional and volunteer naturalists, to formal school curricula designed for use in classroom and in the field. A full description of the goals and objectives of the Reserve are contained in a management plan prepared by SSNERR staff for the SSNERR management commission, a nine-member board appointed by the Governor to carry out the mission of the Reserve as outlined by the Oregon state legislature.

What will you be doing!

The primary purpose of this position is to support the Facilities Lead to ensure the safety and cleanliness of both indoor/outdoor facilities and trails at the Reserve and assist on various projects within Reserve. This position also provides a safe and clean environment, with operational equipment and facilities, for visitors and staff.

General Labor

Collects and disposes of debris and trash at facilities and throughout the Reserve. Digs ditches. Cuts and hauls wood. Cleans walkways, restrooms, roofs, work areas, and vehicles. Hauls materials, builds rough forms, light construction with power tools as needed. Assists Facilities Lead with projects as part of the facilities maintenance team.

Cleans building facilities, including meeting spaces, offices, restrooms, and other areas – vacuuming, sweeping, mopping. Replenishes paper supplies.

Makes repairs as necessary to soap dispensers and other small equipment. Changes light bulbs, using ladder for tall areas.

Lifting and Moving Labor

Loads and unloads trucks or other vehicles using hand trucks, dollies, and other moving and loading equipment. Loads and unloads materials.

Natural Resource Labor

Clears trails, roads, beaches, boardwalks, and outdoor facilities of debris. Removes brush from roadsides. Helps with controlled burning of brush or other debris. Maintains landscaping by mowing and weeding (by hand and with power trimmers) around occupied buildings. Maintains safety of publicly accessible trail system by inspection, maintenance and repair of unsafe conditions. Notifies supervisor of unsafe conditions and detours public away from such conditions.

Other duties as assigned.

Agency Representation

Conducts patrols throughout the Reserve to monitor visitor activity and public safety. Interacts with the public and provides information on rules and allowed uses. Occasionally works with volunteers to maintain trails and landscaping. Coordinates with law enforcement as appropriate.

WORKING CONDITIONS

Work is performed in, on and around buildings, facilities and grounds, inside and outside in all weather conditions. Occasionally works in office operating computers and other office equipment. Needs adequate vision and hearing, manual dexterity, communication and motor skills to perform the duties of the position, including emergency response situations. Walks up and down inclines and stairs, over rough, uneven, and slippery terrain or paved surfaces and over distances up to 5 miles. Works in stairwells and on ladders, scaffolds, and rooftops. Reaches above shoulder level and occasionally works on hands and knees. Bends, stoops, crouches, kneels, crawls, climbs, twists, pushes and pulls in regular performance of duties. Drives a variety of motorized vehicles. Maneuvers, manipulates, and operates hand and powered tools and heavy equipment. May sit or stand for long periods of time. May lift and move up to 50 pounds on a regular basis and up to 100 pounds or more with assistance. May work in congested work areas, confined spaces and remote locations. May be exposed to environmental and chemical hazards, allergens, and odors standard to area of assignment, such as high noise, chemicals, and fumes requiring safety controls.

Travel is an essential function of the position. Overnight stays and/or extended work hours may be expected along with exposure to inclement weather and road conditions. Work can at times be in remote locations. Work hours during field work can be irregular and sometimes long.

Uses appropriate safety and personal protective equipment and follows established safety policies, practices and procedures. Performs duties of position with or without reasonable accommodation.

May occasionally work with youth groups and organizations for specific tasks or projects.

MINIMUM QUALIFICATIONS

Six months of experience (paid or unpaid) performing public contact or customer service duties (e.g. Teacher, Customer Service Representative, Salesperson, Receptionist, etc.) and/or maintenance experience (construction trades, landscaping, custodial, etc.);

OR

Six months of college in any discipline (24 quarter hours/16 semester hours).
