What you need to qualify
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years experience coordinating or administering a program
OR;
Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.
Essential attributes

Experience in contracts management/budget management
Service monitoring data analytical skills.
Awareness of the legislative process.
Housing services related experience and knowledge

Your duties at a glance

Customer Service
  • Treats customers, stakeholders, partners, vendors and co-workers with dignity and respect.
Program and Policy Development
  • Participates in developing statewide program directions within the parameters set by the
Department’s administration while meeting state/federal requirements and legislative intent.
  • Researches and analyzes state/federal laws and regulations, court suits, hearing orders, audit findings, quality control findings, state/federal data reports and other information to identify policy requirements, options and conflicts.
Training
  • Provides consultation on the development of training materials; reviews and revises training materials; and provides training to ODHS staff and external partners and contractors as appropriate.
Technical Consultation and Advice
  • Prepares position papers and presents them to Executive Staff providing consultation and recommendations on all aspects of program implementation and service delivery including, but not limited to, program standards, monitoring procedures, program assessment, performance measures, budget and administrative controls, contract performance and corrective actions.
Systems Development
  • Provides functional direction and overall monitoring of the primary computer systems to ensure that these systems provide the maximum possible support for the program operations and objectives. This requires in-depth knowledge of how the systems operate and interact.
Working conditions
This position is located in Salem, but provides policy and project management related services statewide. This is a high-stress environment due to a high volume workload with short time-frames on response or policy preparation. This position includes a great deal of analysis and problem-solving, and may have to work with multiple partners with conflicting priorities and requirements. The work schedule will include occasional non-traditional work hours in the evenings or weekends. Travel, overnight stays and working after normal working hours is required.
