Department of Human Services is Hiring an Info. Tech. Specialist (APPSW) Near Washington, DC

Job Synopsis

This position is located in the Department of Human Services (DHS), Office of Information Systems (OIS), Application Support Division (ASD). The primary purpose of this position is designing, documenting, and developing/programming, modifying, testing, installing, implementing and maintaining new or existing applications programs according to specifications in a multi-platform environment.

Duties and Responsibilities

Develops software application programs, in accordance with existing variables, requirements and Federal policies. Creates and updates all documentation as it pertains to application programs. Ensures that applications comply with regulatory requirements. Provides support of new or existing applications software through system design, programming specifications, documentation, development, modification, testing, installation and implementation. Ensures projects are scheduled appropriately to accomplish work in an efficient and effective manner in order to meet timelines, goals and objectives.

Leads the integration of the DHS applications throughout the agency. Ensures that integration projects meet business requirements and goals, fulfills end-user requirements and identifies and resolves system problems. Leads the integration testing phase of applications under development to identify and provide solutions to potential problems. Provides and implements technical solutions to IT personnel and system users. Recommends technical solutions to satisfy policies and procedures set forth by the agency.

Qualifications and Education

Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

OR

Individuals must have IT-related experience demonstrating each of the four competencies listed below:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers.

3. Oral Communication - Expresses information to individuals or groups effectively.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information.

Specialized Experience:

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to at least the next lower grade in the normal line of progression.

The work is primarily performed in a normal office setting.

Tour of Duty: Monday – Friday; 8:30am – 5:00pm

Pay Plan, Series and Grade: CS-2210-13

Duration of Appointment: Career Service Term Appointment Not-To-Exceed (NTE) 13 months. A Term employee does not acquire permanent status on the basis of his/her term appointment. Continued employment under this appointment is contingent upon availability of funding.

Collective Bargaining Unit: This position is in a collective bargaining unit represented by AFSCME 2401 and union dues may be collected.

Position Designation: This position has been designated as Security Sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Emergency Designation: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to:

  • Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.
  • Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.
  • Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
  • Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
