WHO ARE WE

The Texas Department of Agriculture Financial Services Division supports TDA programs by performing financial duties in the areas of accounting, budget, purchasing, contracting, accounts payable and payroll.

WHAT YOU’LL DO

The Contract Administration Manager will perform advanced contract administration work for the Texas Department of Agriculture (TDA). You will be involved in overseeing the execution and administration of contracts for large scope or high-dollar contracts by defining requirements and negotiating, awarding, developing, and monitoring contracts. You will serve as the subject matter expert and point-of-contact for contracts from initiation to close-out. You will mentor, guide and train staff. Work under limited supervision with considerable latitude for the use of initiative and independent judgment.

PRIMARY RESPONSIBILITIES

Oversee or prepare the scope of work, specifications, and conditions for new contracts; prepare contracts; lead negotiation strategies; and award new contracts.

Provides customer consultation, evaluates customer requirements, and advises in the development of contract specifications to achieve an optimal balance between best value and cost savings.

Oversees the distribution of solicitations to vendors; review submitted proposals for administrative compliance.

Oversee and coordinate the processing of contract documents to ensure that management understands and authorizes contract terms.

Develop short- and long-term strategies and goals for the development of the scope of work, statement of work, specifications, technical, and functional requirements in agency solicitations.

Conducts periodic review of contract deliverables, payment milestones, and overall compliance with terms to determine lessons learned factors and refine future specifications.

Conducts contract compliance review and performance analysis in coordination with division to determine if each party is meeting the contractual obligations.

Utilizes strong interactive and collaborative skills in interfacing with business units, and team members; manages complex interactions involving all parties, and the overall needs of the agency.

Serves as a resource to divisions/contract monitor/designee on escalated issues of an unusual nature.

Investigate and resolve discrepancies, complaints, and disputes by negotiating settlement agreements or by canceling or terminating contracts.

Initiate and oversee special studies or surveys to assess consumer and program outcomes for evaluation.

Serve as the principal contract liaison between agency management, contractors, the Legislature, and other customers.

Plan, develop, and conduct presentations.

Provide input on or prepares the contract budget; recommend budget allocations for proposed contract agreements; arrange, monitor, and review budget allocations with management; and provide budget forecast and propose alternatives.

Review and analyze legislation related to procurement and contract management, including tracking legislative bills and assisting with bill analysis.

May identify or forecast cost savings for initial contract, extensions, and amendments compared to previous contract.

May supervise the work of others.

Follow all TDA policies and procedures.

Perform other duties as assigned.

Qualifications


QUALIFICATIONS/REQUIREMENTS FOR THE POSITION

Bachelor’s degree (one year of work experience related to the essential duties may substitute for one year of college).
Three (3) years work experience in contract administration, management, evaluation, or monitoring of contract providers.
Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD) required within 12 months of hire.
Work experience as a purchaser in government developing solicitations and contracts for high-value or complex procurements.

PREFER

Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD), preferred.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of negotiation strategies and techniques; of contract administration and cost monitoring for large scope or high-dollar contracts; of systems and procedures used to evaluate a third-party vendor’s performance; and of local, state, and federal laws and regulations relevant to the administration of federal or state funds.
Skill in developing contracts, in problem resolution; and in the use of a computer and applicable software.

Ability to exercise sound judgment in making critical decisions; to analyze complex information and develop plans; to interpret complex data; to effectively demonstrate negotiation and facilitation skills; to communicate effectively, orally and in writing; to supervise the work of others; and to exercise sound judgment and discretion.

ENVIRONMENT/ PHYSICAL REQUIREMENTS & WORKING CONDITIONS

Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. May involve travel (up to 10%), occasionally overnight.
