Under minimal supervision, the Administrator, Contracts (SPARO) position is responsible for contract process management, standardization and improvement, customer service and relationship building. This position serves as a business partner with internal stakeholders to report consistently, accurately, and timely contract routing and directs departments on maintaining accurate and complete contract documentation to reduce the administrative burden on operations.
Essential Functions :
  • Contract Management* Administers and monitors contract processing for SPARO. * Provide leadership over contract system operations used by internal/external stakeholders.* Manages and tracks all contracts through the document lifecycle. Reviews contract requests for completeness and accuracy. * Monitors contract processing procedures and activities and resolves contract problems. * Composes correspondence for signatures. Manages DocuSign process. * Files and maintains records, correspondence, and other paperwork electronically. (10%)
  • Contract Review* Review and negotiate low risk contracts, as assigned, in accordance with established turnaround expectations.* Prepare contracts for higher level review based on standard terms and conditions. (45%)
  • Data Monitoring, Reporting, and Analytics* Monitors existing contracts. * Provide consistent and accurate verbal and written communications regarding contract status. * Maintain contract management database. * Reviews Quality Assurance/Quality Improvement/Data Integrity. * Establishes follow-up systems to monitor work progress. * Monitor and identify problems with contract submissions and communicate issues with individuals or leadership, as appropriate, to resolve. (30%)
  • Policy and Practice* Serves in a liaison capacity between departmental staff, supplier, and SPARO team involved in the contract submission and approval process. * Revises existing procedures or develops new procedures to increase efficiency of contract processing. * Participates in continued learning through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, especially those offered by professional societies and federal agencies, attending training and/or courses as directed by supervisor. * Assists with onboarding and training process for new hire Contract Analysts and Requestors as needed for departmental success. (15%)
Education :
  • High School Diploma or GED Paralegal preferred Required
Work Experience :
  • Three to five years' experience in legal setting or in a grant contract office. 2 years prior translatable work experience (contract formation, negotiation, or research administration). Required
Licenses :
Knowledge, Skills and Abilities :
  • Ability to work accurately and attend to details.
  • Ability to communicate positively and effectively.
  • Strong project management skills.
  • Skill in researching and analyzing information related to work assignment.
  • Knowledge of Legal Contracting and Grant Administration to include interpretation skills of legal contract terms and conditions and contract review and negotiation.
  • Excellent customer service aptitude, organization, problem solving and time management skills.
  • Ability to work independently and coordinate several activities at the same time with accuracy and attention to details.
  • Ability to maintain discretion in dealing with confidential matters.
  • Proven negotiating skills.
  • Must have proven ability to interact at and communicate to all levels of an organization
  • Must be detailed oriented and have solid organizational and time management skills and be able to work in a high volume, high demand setting.
  • Must be resourceful, customer-service oriented, and able to solve problems independently.
  • Advanced office management practices and records maintenance knowledge
  • Advanced computer programs, software applications, and data collection (i.e. Excel, Word, Outlook, PowerPoint, PolicyStat, DocuSign).
  • Ability to stay up-to-date technically, conceptually and methodologically and apply new knowledge to the job.
