General Description

Underdirection of the Program Manager of Utilization Management and within federal,state and local guidelines performshighly complex social service or case management work. Work involvescollecting, preparing, and reviewing cases to facilitate access to medical,educational, social, and other services and providing intervention and frequentcontact with individuals, facilities, and service providers.

This position is responsible for completingMental Health (MH) Intake Assessments for individuals requesting MH Serviceswhich includes determining a diagnosis using DSM-IV/V Classification. This position is required to complete all client-related paperwork withinagency guidelines. Position also requires maintaining MH wait list. Thisposition will assist in training as needed, review assessments, sign medicalnecessity, and authorize Levels of Care under direct supervision of UM Manager.Works under minimal supervision, with extensive latitude for the use ofinitiative and independent judgment.

Education, Training and Experience (includinglicensure and certification)

Master's degree in a human servicesfield and license is required. A minimum of 6 months related experience required.Must qualify as a LPC (Licensed Professional Counselor) and be familiar withthe DSM IV/V. Knowledge of computers and office equipment is required. Excellent communication skills required, both oral and written. Contact with the public may be in person, by correspondence or by telephone.Prefer experience in a variety of treatment settings, e.g., in patient care,etc.

REGISTRATION, CERTIFICATION, LICENSURE OR OTHERQUALIFICATIONS:

  • All job specific training must be completed within 30 days of hire.
  • Must maintain a valid Texas driver's license, auto liability insurance and a driving record acceptable to the Centers insurance requirements.

Knowledge, Skills and Abilities

  • Knowledge of communityand government service delivery systems and case management delivery systems;of state and federal laws; of case guidelines, regulations, and policies; ofinterviewing techniques; of mental illness and the emotional components ofphysical illness; of rehabilitation methods; of individual needs associated withdisabilities; and of community welfare resources.
  • Skill in interviewingand in conducting individual needs assessments.
  • Ability to convey instructions and explanations to clients and interested parties, to negotiate available services, to interpret standards and policies, to assess compliance, to apply childcare principles, to determine the appropriate placement of children, and to supervise the work of others.
  • Understanding and practice of Trauma Informed Care principles.

Essential Duties

1. Ensuresconsumers are appropriately placed on waiting list according to guidelines setforth by the center; conducts a thorough intake including diagnosticdocumentation and completion of psycho-social history packet for clientsrequesting services.

2. Assists UM Program Manager to ensureeffective intake function; ensures intake staff reserve adequate time to makewait list contacts when there is a wait list; monitors walk-in flow forcapacity to maintain goal of seeing all walk-ins same day or as soon aspossible.

3. Coordinates follow-up services withservice coordination staff.

4. Assesses the necessity for, and theadequate provision of, medical care and services, as in utilization review;assists Crisis Services as needed in performing crisis intervention, includingemergency assessments.

5. Under supervision of the UM Manager,when competency has been confirmed, may authorize assessments and determinemedical necessity, for assessments completed by other staff; has discretion toconsult and make diagnostic decisions with other staff.

6. Maintainsmembership in a Center committee as assigned by supervisor; follows allspecific written safety procedures.
