Education, Training and Experience (including licensure and certification)

High School Diploma or equivalent and two years of contracts or related experience required. Bachelor's degree from an accredited institute of higher learning preferred. Must have strong working knowledge of Microsoft Office.

REGISTRATION, CERTIFICATION, LICENSURE OR OTHER QUALIFICATIONS:

  • This position requires you maintain a valid Texas driver's license, auto liability insurance and a driving record acceptable to the Centers insurance requirements.

  • Excellent interpersonal, organization, verbal and written communication skills

  • Ability to organize and prioritize tasks, meet tight deadlines, and work collaboratively in a dynamic, fast-paced environment.
  • Ability to communicate effectively with all levels of the organization including outside agencies.

Essential Duties

  • Develops and maintains a comprehensive system for tracking all contracts, Interlocal Agreements, and additional agreements.
  • Ensures that all contracts for all Center contractors are negotiated in accordance with the Contract rule of the Texas Administrative Code.
  • Accurately and timely enters and monitors contracts, interlocal agreements, and additional agreements and their required qualifications and checks into contracts database and spreadsheet(s).
  • Meets with appropriate Executive Leadership Team staff quarterly to ensure satisfaction with contracts and work on any amendments.
  • Monitors compliance with contract terms and conditions, laws and regulations, fiduciary requirements, and submit amendments as needed. Audits agreements quarterly and documents the audit.
  • Ensures that contracts, Interlocal Agreements, and any additional agreement are processed in a timely manner in accordance with the contractual requirements.
  • Ensures the timely submission and currency of associated documents. Interacts with Staff regarding requests for service or product contracts.
  • Coordinates contract renewals and advises Staff of renewal options, starting in May of each year.
  • Maintains central contracts file, both physical and electronic.
  • Copy, file and distribute contracts to all designated team members and outside as per the contract checklist.
  • Sends notifications via email to other departments upon completion of processing contracts and/or supporting documents.
  • Partner with Fiscal Department to track payments and Not to Exceed Amounts for each contract.
  • Collaborate with Procurement Department on developing new contracts.
  • Provide timely communication with internal and external parties, responding to new emails within 2 business days and following up on outstanding emails every 3 business days.
  • Maintain an Ongoing Project Tracker in the Contracts drive and updating the information daily or as needed.
  • Reviews the Texas Administrative Code for any changes quarterly.
  • Serves on the Center's Safety Committee and attends all meetings.
  • Completes all Center training according to the Human Resource Development department and attends other trainings as assigned by the Sr. Director of QM/UM.
  • Actively participates in monthly supervision with the Sr. Director of QM/UM.
  • Other duties as assigned.
