SALARY: $45.00 - $60.00 per hour
BENEFITS: All eligible full time employees will receive Paid Annual Leave (PAL) starting at 23 days per year and raising by one day per year following one full calendar year of employment (January through December). They will also be offered health benefits and will be automatically enrolled in employer paid short and long term disability and life insurance.
All full time and part time employees have access to participate in the Delphinus Engineering 401(k) which includes company match of 25% up to 10% deferred.
GENERAL SUMMARY: Delphinus Engineering is currently seeking an experienced Program Manager to support all aspects of Alterations Installation Teams (AIT) onboard US Navy and Coast Guard vessels in Bremerton, WA. Additionally, the Program Manager will supervise all level of effort tasking. The individual will be responsible for the management of multiple projects performing maintenance, repair, and alteration installation on Navy surface ships, aircraft carriers and submarines. This will include program management, leading teams in system engineering and production efforts (including design, integration, installation, and testing of HM&E, and C4I or combat systems), schedules, risks, and government contracts.
LOCATION: Bremerton, WA.
DUTIES AND RESPONSIBILITIES:
  • Provides overall leadership of multiple project teams by ensuring project completion in a safe manner, within budget, on schedule. Determines and defines project requirements, objectives and customer expectations, and clearly communicates this information to project teams. Ensures compliance with appropriate codes, standards, and regulations (including those for environmental work).
  • Oversees the planning and execution of the work within Division, interfacing with other Divisions such as Marine Engineering, Information Technology and with other service functions such as Project Controls, and Accounting achieve an assignment of work scope which will result in an integrated project team approach.
  • Reviews the prime contract, proposal documents, and data for projects; takes the lead in determining the extent of participation in proposal efforts by each department. Establishes plans, schedules, and budgets for prime contract obligations and reviews the technical input for the formal proposal prior to turnover to Business Development. Participates in prime contract negotiations, as required.
  • Directs the planning and development of project execution plans, scope definition, project procedures, budgets, and project schedule and ensures acceptance by the customer and Delphinus Engineering project team.
  • Assures that appropriate customer contact, including major correspondence and working relationships between the customer and Delphinus Engineering, is maintained throughout the duration of the projects. Monitors and controls all contractual commitments to assure that work is being performed in accordance with the specifications, drawings, and terms of the contracts.
  • Oversees the review and approval of project controls plans to include trend programs, project cost estimates, forecasts, schedules, and financial reports and may review commitments that exceed assigned budgets. Periodically reviews change order controls to assure that all changes are being handled appropriately.
  • Develops a Continuous Improvement (CI) awareness such that the project management function is viewed as the leader of the CI process within the project teams.
  • Monitors cash flow to minimize Delphinus Engineering investment in projects and informs the customer of the current and anticipated cash requirements for the work. Approves budgets and control mechanisms for non-reimbursable project costs.
  • Conducts periodic project and customer meetings to review progress and discuss project issues. Ensures problems involving coordination, schedule, and the setting of priorities are resolved by the project teams
  • Directs the preparation of progress and special reports to customers and Delphinus Engineering management.
  • Responsible for all aspects of the task assigned from bid through award, execution and closeout of the job at completion.
  • Review, understand and execute contract requirements and Statements of Work (SOW).
  • Assist in developing labor and material estimates.
  • Read and understand ship system, rip-out and installation drawings and technical documents.
  • Initiate and participate in the preparation of job material lists (JML) and bills of material (BOM).
  • Direct and track ordering of material and service Purchase Orders with Logistics and Purchasing.
  • Ensures Purchase Order Requests (PORs) have required documentation in compliance with the approved procurement system for defined price thresholds including definition of requirements and quality attributes; competition; government contract requirements including vendor prequalification and order rating; cost or price negotiation, analysis and justification; designation of terms and conditions including contract type, terms of payment.
  • Direct and track prefabrication.
  • Direct and participate when required in ship checks.
  • Direct and lead Pre-production meetings to ensure lessons learned are addressed, targeted surveillances are scheduled and risk mitigating actions are identified.
  • Ensure Memorandum of Agreement (MOA) are in place with LMA/NSA as required.
  • Direct development of POA&M for task that includes resource loading and establish EVM budgets for tasks designated by the Program Management Office.
  • Identify to the appropriate Project Manager, Team Leader, or Supervisor of the assigned work, any pre-execution review/briefing requirements.
  • Determine if critical task or special evolution briefs are needed.
  • Reinforce the standard and expectations for procedural compliance.
  • Ensure that adequately trained personnel are assigned for the work to be performed.
  • Ensure safe working conditions exist to perform all tasked work and measures are in place to protect the environment.
  • Solicit and maintain Lessons Learned.
  • Ensure Project Managers, Team Leaders/Supervisors, and Craftsmen complete all requirements of the Technical Work Instruction (TWI) including OQE.
  • Review and resolve any issues from Project Manager and Team Lead Daily Reports.
  • Maintain clear communications with customer, supervisors, QA, Planning, Logistics and Purchasing personnel by promoting an atmosphere of open discussion concerning task status, problems, and/or questions.
  • Ensure technical issues and problems are properly documented and resolved in a timely manner.
  • Monitor the task(s) to ensure the work is accomplished IAW the TWI.
  • Visit the job site to observer project team organization, compliance with procedures, observance of safe work practices and measures to protect the environment.
  • Monitor cost, schedule and quality compliance.
  • Coordinate Admin support for team including travel, visit requests and clearances.
WORK ENVIRONMENT:
  • While the majority of your time will be spent in an office environment, you may be required to go onboard a U.S. Naval or Coast Guard vessel.
Position Requirements

REQUIRED EDUCATION:
  • Graduate of high school.
  • Associate Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience.
REQUIREMENTS:
  • 10 years of experience in project management positions managing various aspects of ship repair, installation and modernization.
  • Project Management Professional (PMP) certification is preferred.
  • Ability to handle sensitive and confidential information.
  • Ability to enter data into different databases.
  • Must be able to successfully pass a criminal background check.
  • Must have the ability to read and interpret blueprints, sketches, written technical instructions and manuals.
  • Must possess working knowledge of shipboard systems operating requirements.
  • Must be familiar with welding procedures.
  • Must be familiar with electrical procedures.
  • Must be able to read and understand material safety data sheets (MDS).
  • Ability to follow safety procedures.
