Delmock Technologies Inc’s, Senior Recruiter Stan Blackwell (sblackwell@delmock.com / 410-218-0900) would love to speak with you regarding the following position: Oracle Procurement Contracts Consultant (Remote), in Laurel, MD.What You Will DoThe Client needs a consultant who will develop the guidelines for implementing Procurement Contracts within their Oracle EBS R12.2.9 system. Such guidelines must include but not be limited to, review of the as-is analysis and development of system requirements. Work shall clearly identify requirements for all three phases, pre-implementation, go-live, and post implementation.

As-Is Analysis

The consultant will have to interview key stakeholders to obtain a full understanding WSSC’s current contract processes and procedures as it relates to pre and post award. The Consultant should conduct a review of the Contract Terms Library. Attachment 1 provides a high-level diagram of the as-is process.

Development of System Requirements

The Consultant will be required to provide a requirements analysis outlining best-practice approaches for the Oracle EBS Procurement Contracts Application. Such analysis shall be based on a market analysis from like-sized industries. The consultant will be required to develop system requirements needed for full implementation.

Workflow Management
Management of a “contract working file” (Bid Submittals, Evaluations, Internal Memos, Correspondences, OSDI communications, and Insurance and Bonding Information, Award Package)
Management of a Contract Supplier Correspondences (NOA, NTP)
Management of Contractor Performance (CPIQs or CPE System)
Ability to link to iProcurement’s CPAs/BPAs and POs to Contracts
Electronic Signature Features
Modification and Version Control Management
Management of Dates
Unique Identifier Tracking Number
Metric Reporting
Recommendations for updates to the Contract Terms Library /Training of Maintenance of the Library
Recommendation for templates and document formats to publish.
Recommendation for previous contracts / what and how to convert within the system
