Position Title: Education Specialist, Kindergarten Readiness
Reports To: Director, Office of Early Learning
Description of Position: The Delaware Department of Education is seeking an Education Specialist for Kindergarten Readiness, to design and implement support to benefit children from birth to school entry and their families. This individual will manage initiatives directly and provide leadership in creating linkages across systems, agencies and services that support birth through age eight children’s physical, emotional, and mental health and support and engage families for an aligned statewide early childhood system.
The scope of work will require significant coordination and collaboration both within the Department of Education and across other state departments, public and private early learning programs, families, organizations that support families, districts and schools. Other responsibilities may include creating and managing various resources to support multiple transitions of children and families, data collection, mapping and analysis of services. This individual will be a member of the Office of Early Learning but provide services across Early Childhood Support Workgroup.
Major Responsibilities:
- Collaborates well with peers on initiatives strengthening support for children and families transitioning between age 0-3, 3-5, 5-8 systems.
- Presents information in a clear and concise manner in writing to ensure others understand early learning transition best practices, supports available, and areas of improvement related to transitions.
- Appropriately adapts message, style, and tone to accommodate a variety of audiences.
- Participates willingly and effectively on team assignments and projects, such as adopting early learning outcomes and developmental indicators for birth through age five children.
- Organizes people, activities, and resources in a way that leverages strengths and supports efficient completion of work.
- Actively supports the application of sound quality management standards and process improvement for each Early Childhood Assistance Program (ECAP) to serve as statewide high quality preschool models.
- Translates priorities into operational goals for the statewide child care resource and referral program.
- Coordinates and manages kindergarten registration process.
- Collaborates well with peers to create, modify and distribute family outreach materials on registration timelines and processes.
- Ensures kindergarten registration website accessibility
- Analyzes data and related trends, patterns and gaps to determine additional supports for families, public and private programs as needed.
- Coordinates and manages statewide developmental screening program in conjunction with the IDEA early childhood program.
- Monitors the progress of tasks and activities, and keeps supervisor informed of progress.
- Uses effective time-management to ensure state-funded screening accounts are available and maintained for all children.
- Assures technical assistance contracts fully implement an effective and efficient developmental screening program across all early childhood programs.
- Provides assistance in other projects and initiatives related to developmental screening initiatives.
- Coordinates and manages data systems related to transitioning children and families in an integrated early childhood system.
- Collaborates well with peers to cultivate and design systems that track data related the needs of children and families.
- Analyzes data and related trends, patterns and gaps to recommend on best practices and supports.
- Uses data and observation to evaluate options, test solutions, and anticipate outcomes related to transitions and supports.
- Coordinates and manages state meetings and committee work to further the development of a high quality early learning system for Delaware.
- Demonstrates a high level of respect and professionalism as a representative of Delaware for national collaborative projects and state consortium efforts related to current job responsibilities.
Essential Qualifications:
Education: Bachelor’s Degree (Master’s preferred) from an accredited college or university, preferably with a concentration in Early Childhood Education, Elementary Education or directly related field.
Experience:
- Minimum of five years successful related experience in such areas as developing collaboration and project management.
- Experience with birth through third grade education across content areas.
- Experience with technical assistance to diverse public and private early learning programs and schools.
- Preferred experience with facilitation and coordination of professional development programs.
- Preferred experience designing communications and managing social media.
- Preferred knowledge of Head Start and best practice in early childhood education, systems development and integration.
- Leadership experience managing large-scale projects.

Salary:
Salary will be computed in accordance with the education, experience, and training of the individual selected and in accordance with salary schedules for employees of the Department of Education. Direct deposit of payroll checks is a condition of state employment, and employees are paid on a lag pay schedule with the first payment made after approximately one month of employment.
