Objectives

Individual serves as an informational resource for internal and external communications, media relations, development of communication resources, community relations, and scheduling, with emphasis on National Pollutant Discharge Elimination System (NPDES) community outreach.

Job Standards

  • Bachelor’s degree in English, journalism, public relations, marketing, agricultural or natural resources related field or equivalent. Proficiency in working with a variety of social-media channels must be demonstrated. AP news writing, video and audio editing skills using mobile devices preferred.
  • Employee must have valid Ohio driver’s license. Must meet and maintain qualifications for driving on District business at all times, including insurability.

Essential Functions

  • Develops and presents informational and educational materials in a wide variety of media, including traditional print, video, audio and social-media formats.
  • Coordinates the news-gathering, writing, editing and design of the Office’s internal newsletter.
  • Coordinates the research, writing and dissemination of news releases for the Office.
  • Creates and implements ongoing communications campaigns;
  • Directs in the management of the Office’s brand materials.
  • Leads in managing the Office’s participation on social-media channels, including but not limited to Facebook, Twitter, and Instagram;
  • Monitors activity on the Office’s social-media channels.
  • Assists in Office participation at local events and in producing the Office’s own events, including but not limited to the contractual obligations of the NPDES Phase II communities, and the Delaware County Fair.
  • Coordinates in the creation and implementation of communications plans and policies;
  • Plans and directs outreach activities and public information programs to advance the mission of the SWCD.
  • Prepares and/or edits organizational and promotional materials, including but not limited to news releases, brochures, newsletters, displays, field days, community events, written materials, brochures, photographs, and videos.
  • Plans and conducts market and public opinion research to develop new ideas and/or to evaluate existing strategies;
  • Identifies audiences and determines the best way to reach them.
  • Participates in the future partnership and expansion of a natural resources park at the Delaware County Fairgrounds.
  • Provides formal and informal educators with classroom materials/resources and training related to soil, water, and conservation which support them in meeting Ohio’s academic content standards.
  • Provides accurate, timely and professional assistance to partners, landowners, and general public in a manner that heightens the SWCD’s credibility and visibility.
  • Communicates professionally and effectively with internal and external customers, both orally and in writing;
  • Proficiency in grammar, writing, spelling, punctuation and mathematical skills.
  • Organizes and prioritizes work assignments, multi-tasks with accurate focus and refocus in a fast-paced environment.
  • Thorough knowledge, adherence and aptitude to follow safety policies, procedures and practices.
  • Thorough knowledge, adherence and aptitude to follow federal, state, local, and agency policies and procedures, laws and regulations.
  • Assists in taking photographs and video as needed, and edits appropriately for use;
  • Demonstrates regular and predictable attendance;

  • Works outside of typical work schedule/business hours as required; and
  • Performs other duties as assigned.

Supplemental Information

NON-ESSENTIAL JOB FUNCTIONS:

  • Performs any related non-essential functions and other duties as assigned.
CRITICAL SKILLS, KNOWLEDGE and EXPERTISE:
  • Thorough knowledge of journalism, marketing and branding to include, but not limited to: news writing, reporting, editing, community outreach, and creative branding techniques;
  • Efficiently operate computer programs, specifically Adobe Creative Suite (Photoshop and InDesign), Microsoft 365, Zoom and Canva.
  • Experience in marketing platform Constant Contact for contact management and mass communication tools.
  • Has background experience with social media platforms (Facebook, Instagram, Twitter) and Meta Business Suite/Page Analytics
  • Works outside in inclement weather conditions, over uneven terrain, with exposure to various and hazardous insects, plants and animals.
  • Operates a variety of office equipment including a computer and related software (Microsoft products), copier, camera, GoPro, telephone, calculator, scanner, projector, and other equipment necessary to perform duties.
  • Proficiency with video editing software and website editing (WordPress and Adobe products).
  • Ability to prepare and deliver public presentations to specialized audiences and the general public;
  • Ability to use proper research methods in gathering and organizing data;
  • Ability to communicate effectively with internal and external customers, both orally and in writing using excellent writing and grammar skills;
  • Ability to effectively handle sensitive inquiries and confidential information from and contacts with Officials and the general public;
  • Ability to organize and prioritize work assignments, multi-task with accurate focus and refocus in a fast-paced environment;
  • Observe all District policies and procedures.
  • Deliver excellent customer service, externally and internally;
  • Ability to work independently, under pressure, and to set and achieve goals;
  • Ability to exercise a high degree of confidentiality, professionalism, poise, tact and diplomacy to accomplish
  • Ability to effectively program plan independently and in collaboration with other staff units and outside agencies.
RESPONSIBILITY:
Daily supervision is provided by the Administrator and Deputy District Administrator(s) on behalf of the Delaware SWCD Board of Supervisors.
PHYSICAL EFFORT and WORKING CONDITIONS:
Individual works both inside and outside and is exposed to temperatures below 32 degrees and above 100 degrees for periods of more than one hour, over uneven terrain, with exposure to various hazardous insects, plants, and animals. Some physical exertion such as prolonged periods of standing, bending, reaching, and lifting of objects weighing up to 50 pounds is also involved. Individual is exposed to noise, vibration, oil, chemicals, and physical hazards. Individual may be exposed to atmospheric conditions such as fumes, odors, dusts, mists, gases, or poor ventilation.
The physical activity of the position is manual dexterity, talking, hearing, reaching, climbing, balancing, stooping, crouching, crawling, standing, pushing, pulling, lifting, grasping, feeling, and walking.
PERSONAL WORK RELATIONSHIPS:
Individual has contact with the Board of Supervisors, co-workers, employees in county government, contractors, and the general public. Individual is responsible for maintaining a positive working relationship with all parties.
