Defense Nuclear Facilities Safety Board is Hiring a General Engineer (Resident Inspector) Near Los Alamos, NM

This position is located in the Defense Nuclear Facilities Safety Board, Office of the Technical Director. The Board is an independent agency in the Executive Branch whose mission is to oversee all activities affecting nuclear safety within the Department of Energy’s (DOE) nuclear weapons complex and to recommend to the Secretary of Energy any specific measures that should be adopted to ensure that the public and workers are adequately protected.

Qualifications:

Applicants must meet the Education and Work Experience Requirements and the Professional Accomplishments as listed below.

DN-3 Level

Education/Work Experience Requirements

Must meet one (1) requirement below.

  • Bachelor's degree in an engineering or scientific field AND at least 5 years of direct experience performing engineering work; OR
  • Master's degree in an engineering or scientific field AND at least 4 years of direct experience performing engineering work; OR
  • Doctorate (Ph.D.) in an engineering or scientific field AND at least 1 year of direct experience performing engineering work.  For this purpose, direct work experience does not include work performed as a requirement to obtain the Ph.D. Work experience must be experienced earned separate from the requirements necessary to obtain your degree.

Professional Accomplishments.  Must demonstrate he or she is a recognized authority in a highly specialized technical area of expertise by meeting the requirements listed below.

Must meet two (2) requirements below.

  • Demonstrates professional achievements (e.g., recognized professional certification, license, or qualification, special recognition monetary or honorary awards) in his or her field of expertise.
  • Demonstrates some professional and practical knowledge of national nuclear policy, the defense nuclear weapons program and processes, or the nuclear industry, as well as a significant understanding of technical issues and their implications. This knowledge may be demonstrated through formal written correspondence with public and private nuclear organizations, and preparing drafts of speeches for others on national nuclear policy issues and/or making contributions to scientific or engineering publications. It may be demonstrated in other ways such as by writing implementing or operating procedure(s), training material(s), or other formalized documents that demonstrate the knowledge.
  • Demonstrates leadership skills by the completion of complex and challenging projects, which equips with unique leadership skill.

Education/Work Experience Requirements

Must meet one (1) requirement below.

  • Bachelor's degree in an engineering or scientific field AND 10 or more years of direct experience performing engineering work, at least 1 year of which involved overseeing engineering work; OR
  • Master's degree in an engineering or scientific field AND at least 9 years of direct experience performing engineering work, at least 1 year of overseeing engineering work; OR
  • Doctorate (Ph.D.) in an engineering or scientific field AND at least 6 years of direct experience performing engineering work, at least 1 year of which involved overseeing engineering work (i.e., work with oversight responsibilities that includes safety inspections, research, special study and analysis and formulating recommendations).

Professional Accomplishments. Must demonstrate he/she is a recognized authority in a highly specialized technical area(s) of expertise.

Must meet two (2) requirements below.

  • Membership and participation in a national or international professional scientific/engineering body and/or committee(s).
  • Outstanding achievements (e.g., nationally recognized certification, license, or qualification, honorary award(s), special recognition(s), published journal article(s) in his or her field(s) of expertise).
  • Two advanced engineering or science degrees (e.g., MS, ME, or Ph.D.) and mastery of several engineering and/or scientific field(s) relevant to the DNFSB's oversight mission.
  • Significant professional and practical knowledge of national nuclear policy, the defense nuclear weapons program and processes, or the nuclear industry, as well as a thorough understanding of technical issues and their implications. Knowledge may be demonstrated through formal written correspondence with Federal and state agencies or private sector organizations on applicable topics, published studies and/or journal articles on related subjects; and writing, implementing or operating procedures, training materials, or other formalized documents.
  • Leadership skills by the completion of complex and challenging projects, which equips with unique leadership skill.

DN-5 Level  


Education/Work Experience Requirements

Must meet one (1) requirement below.

  • Bachelor's degree in an engineering or scientific field AND 19 or more years of direct experience performing engineering work, at least 3 years of which involved overseeing engineering work; OR
  • Master's degree in an engineering or scientific field AND at least 18 years of direct experience performing engineering work, at least 3 years involved overseeing engineering work; OR
  • Doctorate (Ph.D.) in an engineering or scientific field AND at least 15 years of direct experience performing engineering work, at least 3 years involved overseeing engineering work (work with oversight responsibilities that includes safety inspections, research, special study and analysis and formulating recommendations).

Professional Accomplishments. Must demonstrate he/she is a nationally or internationally recognized authority in a highly specialized technical area(s) of expertise. 

Must meet two (2) requirements below.

  • Holds a leadership position on national or international professional scientific/engineering bodies and/or committee(s).
  • Outstanding achievements (e.g., nationally recognized certification, license, or qualification, published journal article(s), earned award(s) in his or her field(s) of expertise.
  • Multiple advanced engineering or science degrees (e.g., MS, ME, or Ph.D.) and mastery of several engineering and/or scientific field(s) relevant to the DNFSB's oversight mission.
  • Extensive professional and practical knowledge of national nuclear policy, the defense nuclear weapons program and processes, or the nuclear industry, as well as a thorough understanding of technical issues and their implications. Knowledge may be demonstrated through scientific/engineering published studies or journal articles publication, oral presentations at scientific/engineering conferences; and/or development of related rules, regulations, and/or policies while serving as a member of a national and/or international scientific/engineering governing body; and writing, implementing or operating procedures, training materials, or other formalized documents.
  • Leadership skills by the completion of complex and challenging projects, which equips with unique leadership skill.

Responsibilities:

As a Resident Inspector, the individual is primarily responsible for monitoring day to day activities at a DOE site that has defense nuclear facilities. The incumbent receives general direction and guidance on project objectives, limits, work plans, and conclusions.

DNFSB Resident Inspector responsibilities include, but are not limited to the following -

  • Conducting daily on-site oversight of the design, construction, and operation and decommissioning activities at defense nuclear facilities.
  • Participating in reviews to ascertain information concerning an event or practice at a defense nuclear facility that has adversely affected, or has the potential to adversely affect, the public’s health and safety.
  • Coordinating detailed safety reviews at the assigned defense nuclear site with employees, contract experts, DOE officials, and DOE contractor personnel.
  • Reviewing assessment reports on the operation of the assigned defense nuclear site to determine the degree of compliance with selected operating standards.
  • Acting as a spokesperson in meetings with state and local government officials, public interest groups, the press, and members of the public.
  • Advising the Deputy Technical Director, Technical Director, Executive Director of Operations, and Board members of the overall health and safety conditions at the site.
  • Observing field activities and identifying safety concerns with the conduct of field work. Field observations occur in control rooms, process areas, rooms housing safety equipment, and constructions sites.  These locations may include contamination areas, high contamination areas, radiation areas, and airborne radioactivity areas.
  • Depending on the site, a Resident Inspector may be expected to be qualified to wear respiratory protection, climb ladders, or work in warm locations.
