DC Career Site is Hiring a Human Resources Specialist, Senior (Leave Administrator) Near Decatur, GA

Salary Range: $42,785 - $68,884 Salary Grade: 13 FLSA: Exempt 

Purpose of Classification: 

The purpose of this classification is to serve as the primary administrative support for daily operations in specialized areas of the Human Resources Department. This classification is distinguished from Human Resources Specialist in that incumbents in this class may provide lead guidance, direction and training to other Human Resources Specialists. (Please see Supplemental Information listed below)

Essential Functions: 

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. 

Performs customer service functions; provides information and assistance regarding department services, forms or other issues; responds to routine questions, complaints, or requests for service; and initiates problem resolution. 

Receives, reviews and processes employee requests for family and medical leave; reviews health care provider forms for pertinent information regarding request; approves or denies routine requests; prepares documentation; researches/reconciles discrepancies and identifies missing information; and answers any questions concerning administration of County leave plans and FMLA requirements/procedures. 

Receives, reviews and processes employee donation of leave requests; researches discrepancies or missing information; verifies and forwards eligible requests to committee; emails approved requests to employees; maintains related documentation; and updates Kronos for payment. 

Receives and processes leave accrual updates, employee terminations and leave payments; reviews termination package and verifies separation information; determines appropriate hours to be paid; researches discrepancies or missing information and makes corrections as needed; completes and forwards personnel action forms for signature; and maintains all related documentation and files. 

Enters data into computer systems; gathers, logs, tracks, or maintains records regarding department activities; compiles data for further processing, or to prepare department reports; and files, maintains, and stores electronic and hardcopy records; and assists with upgrades and software downloads as needed. 

Maintains file system of a variety of confidential files/records and information; prepares files, organizes documentation, and files documents in designated order; retrieves/replaces files; scans records into computer; shreds/destroys confidential or obsolete documents; conducts records maintenance activities in compliance with guidelines governing record retention. 

Researches, compiles, and/or monitors administrative, statistical data or other metrics pertaining to department operations; summarizes and performs complex data analysis, and prepares reports and open records requests; and researches department files, database records, internet sites, hardcopy materials, or other sources as needed. 

Communicates with supervisor, other County departments and employees, the public, outside agencies, and other individuals as needed to coordinate work activities, exchanges information, or resolves problems.

Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, internet, e-mail, or other software: and operates general office or other equipment as necessary to complete essential functions. 

Maintains confidentiality in performing job responsibilities.

Minimum Qualifications: 

Associate’s degree in Human Resources, Business/Public Administration, or related field; three years of experience in human resources or customer service in a human resources environment; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Supplemental Information

This position is in Human Resources and handles FMLA, Leave Accruals, Leave Usage Issues, and Donation of Leave. 

Receives, reviews and processes employee requests for family and medical leave: reviews health care provider forms for pertinent information regarding request; approves or denies requests; prepares documentation; researches discrepancies or missing information; reconciles discrepancies; answers any questions concerning administration of County leave plans and FMLA requirements/procedures; and enters data into computer systems.

Receives, reviews and processes employee requests for donation of leave processing; verifies eligibility; makes recommendations and forwards eligible requests to approval committee; emails approved requests to employees; receives donation submissions; researches discrepancies or missing information; verifies and validates accrual amounts received and amounts eligible to disburse, enters data into computer systems, works with department payroll coordinators to update leave submissions time accounting systems for payment; and maintains all related documentation.

Processes leave accrual updates in department computer systems; runs and monitors update; reviews report schedules; prepares, prints, and distributes reports as needed; communicates with Information Technology regarding the instructions, problems and other issues; assists department payroll coordinators and employees with leave submission issues, and assists with upgrades and software downloads as needed. Identifies and helps implement ways to streamline and improve work processes.

Maintains file system of employee FMLA records (paper and/or electronic): organizes, shreds/destroys confidential or obsolete paper documents; maintains records in compliance with guidelines governing record retention.

Provides information and assistance regarding FMLA, leave donations, leave accruals, forms or other issues; responds to routine questions, complaints, or requests for service; and initiates problem resolution. Must also be familiar with ADA, ADAA, Workers Comp, etc. as it relates to FMLA use.

Prepares or completes various forms, reports, correspondence, or other documents.

Receives various forms, reports, correspondence, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

Communicates with supervisor, other County departments and employees, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
