DCS DIRECTOR OF FACILITIES

General Statement of Job

Under limited supervision, the Director of Facilities positively impacts school operations by providing safe, well-maintained, functional buildings and grounds while ensuring wise stewardship of resources through policy/procedures, financial management, capital improvement, and customer service. The director develops, implements, and evaluates short and long-range goals and objectives based on the assessment of facility needs, as well as through collaboration with staff, school/district leaders, contractors, and vendors. Employee leads and directs the operation of the Maintenance Department, including scheduling work and requisitioning supplies and tools/equipment needed to complete work. Employee must exercise considerable judgment and initiative in performing duties. Reports to the Chief Operations Officer.


SPECIFIC DUTIES AND RESPONSIBILITIES


ESSENTIAL JOB FUNCTIONS


Leadership

Leads a team of individuals specialized in skills and certification to work as a cohesive team meeting the overall needs of the school district through five key responsibilities:

  • Provides guidance and direction.
  • Understands team strengths and weaknesses.
  • Sets goals and manages tasks.
  • Directs problem-solving and resolves conflicts.
  • Develops and maintains a healthy culture aligned with the district strategic plan.

Facilities Management

  • Directs the construction, maintenance, and repair of all facilities and properties, including managing the daily requests and operational needs of school facilities.
  • Develops and implements plans, policies, procedures and goals for building repair, equipment maintenance and replacement, and/or mechanical maintenance and replacement. Consults with outside authorities and agencies as needed.
  • Determines the nature and extent of physical repair and preventative maintenance required and provides management with accurate operating estimates and cost projections.
  • Evaluates physical space needs in collaboration with departments/schools, prioritizes those needs, and recommends options and funding plans to address those needs.
  • Ensures facilities comply with applicable operational and safety regulations and that required operational and safety inspections, maintenance, and repairs are completed in a timely manner. Ensures that all equipment, materials, and work conditions are adequately maintained to prevent accidents.
  • Responds to emergency situations at school facilities.


Fiscal Management

  • Prepares and manages the department’s annual budget (including capital budget and related funds); aligns resources with the school system’s needs, goals, and priorities; analyzes proposals in order to make recommendations
  • Participates in the preparation and review of the long-term Facilities Plan.
  • Oversees the acquisition and disposition of school system real property.
  • Plans, negotiates, and oversees related contracts and ensures contractual compliance.


Personnel Management

  • Hires, develops, coaches, supervises, and evaluates maintenance staff and creates a culture of continuous learning across the department. Administers personnel actions in accordance with Davie County Schools policies.
  • Supervises contractors who provide services for programs/projects, and inspects work in progress as well as at completion.
  • Promotes and ensures proper employee training, including compliance with safety procedures

Information Management

  • Serves as the system contact for communication and coordination with the NC Department of Public Instruction (DPI) in the area of maintenance/facilities. Also serves on the district safety team.
  • Maintains a building index by size, location, type of service, and occupants. Maintains all records of repairs, renovations, and preventative maintenance.
  • Prepares and presents complex information in a clear and understandable manner to the Board of Education, school/district leaders, and the public.
  • Practices continuous learning through individual study, classroom training, seminars, and conferences and applies the latest best practices to facilities and space management.

Performs other related work as assigned.


KNOWLEDGE, SKILLS AND ABILITIES

Comprehensive knowledge of:

  • building maintenance and construction practices and methods
  • costs of maintenance and repair and preparing short- and long-term maintenance and repair plans
  • principles and applicable federal, state, and local laws, codes and regulations related to facilities

Working knowledge of:

  • all facets of construction, maintenance, and repair, including materials, tools, operations, and methods
  • leasing and appraising principles and practices
  • principles of governmental budget preparation and management

Ability to:

  • prepare accurate departmental budget, building maintenance, and construction estimates
  • explain school system policies and procedures
  • read and interpret blueprints, sketches, and detailed drawings
  • plan, coordinate, and supervise the work of skilled and semi-skilled employees


MINIMUM TRAINING AND EXPERIENCE

High school diploma required; additional education and certifications or bachelor’s degree preferred; 5-7 years of supervisory experience in construction or related fields; or any equivalent combination of training and experience which provides the required skills, knowledge, and abilities.

Possession of a valid driver’s license issued by the state of North Carolina.


MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED

TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Must be physically able to operate a variety of machinery and equipment including computers, copiers, farm/trades/heavy equipment, and various hand tools. Must be able to ascend/descend a ladder. Must be physically able to operate motor vehicles. Must be able to exert up to 50 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are for Medium Work.

Conceptual Awareness: Requires the ability to observe, compare, and contrast various people, data, or items.

Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Includes giving/receiving instructions, assignments and/or directions.

Language Ability: Requires the ability to read a variety of correspondence, reports, forms, requisitions, invoices, blueprints, etc. Requires the ability to prepare correspondence, reports, forms, etc. and to speak with poise, voice control, and confidence.

Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; and to deal with several abstract and concrete variables.

Verbal Aptitude: Requires the ability to record and deliver information, explain procedures, and follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including engineering, accounting, and electrical terminology.

Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages; and to understand and apply the principles of descriptive statistics and statistical inference.

Motor Coordination & Dexterity: Requires the ability to coordinate hands and eyes rapidly and accurately. Requires the ability to handle a variety of items, including office equipment, tools, equipment, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination.

Visual and Spatial Aptitude: Requires visual acuity to complete essential duties, including the ability to conceptualize visual representations and differentiate size, shape, distance, and color.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with emergency situations.

Physical Communication: Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear). Must be able to communicate via telephone.
