JOB SUMMARY

This position implementsstorm water management inspections, reports, and enforcement related to theCity’s Storm Water Ordinance and in support of the S.C. NPDES General Permitfor Storm Water Discharges from Large and Small Construction Activities, PermitNo. SCS790001. The class will berequired to monitor sites/companies for compliance with plans, specifications,regulations and standards of environmental and engineering compliance; andperforms related administrative and technical work as required. The incumbent works within a general outlineof work to be performed, and develops work methods and sequences under generalsupervision.

ESSENTIAL JOBFUNCTIONS:

  • Coordinates and monitors the work of engineers, developers and contractors to ensure all storm water management facilities and construction work is in accordance with plans, specifications and regulations;
  • Attends and participates in pre-construction meetings;
  • Responds to citizen inquiries, complaints, and requests for assistance regarding the operation and maintenance of storm water management facilities and other drainage issues;
  • Analyzes and interprets problems and develops solutions for operational or technical problems associated with the environmental compliance of the City’s storm water structures;
  • Coordinates with City staff, other agency staff, consultants, and contractors to resolve on-site deficiencies;
  • Inputs, manages, and utilizes inspection and other data and communications using database and Geographic Information System (GIS);
  • Ability to read plans and specifications to evaluate consistency with actual construction;
  • Schedules inspections, communications, and follow-up investigations for stormwater management to all construction within the City for verification with compliance, as needed;
  • Review, process, and conduct investigations concerning alleged storm water violations as well as implement and maintain stormwater tracking with multiple department staff;
  • Administers and coordinates the day-to-day operation of the stormwater enforcement program and acts as a key staff person for obtaining prosecution and/or legal settlement of stormwater violations;
  • Issues warnings and citations for stormwater violations and complete follow-up as needed for investigative reports outlining violations and recommendations for prosecution;
  • Reports and coordinates verbal and/or written reports with respect to enforcement activities and significant problems promptly to the Stormwater Manager;
  • Maintains records relative to inspections, enforcement activities, and field data collection, both electronic and paper;
  • Performs a variety of field and office work necessary to implement and ensure compliance with the City’s Stormwater Management Plan, ordinance and state and federal water quality requirements, as it relates to the operation and maintenance of storm water facilities and the quality/quantity of storm water runoff;
  • Create, implement, and present violation abatement programs related to the use of best management practices (BMP’s), such as sediment and erosion control training and education programs (alternative enforcement);
  • Performs general administrative work as required, including attending meetings, preparing records and reports, entering and retrieving computer data, etc.;
  • Attends meetings, training, seminars, etc., as necessary to maintain and enhance job knowledge and skills and to remain current on regulatory requirements; and
  • Performs other related duties as assigned.

MINIMUM REQUIREMENTS TOPERFORM WORK:

  • Bachelor’s degree in engineering technology, construction administration or closely related field; or Associates Degree and two years of experience; or a High school diploma or GED and four years of relevant experience.
  • Customer service experience in any work field may be considered;
  • CEPSCI certification desirable;
  • Knowledgeable in water pollution enforcement and regulatory engineering;
  • Valid South Carolina Class “D” Driver’s License.

Knowledge, Skills andAbilities:

  • Knowledge of mathematics involving the practical application of fractions, percentages, ratios and proportions; or measurements, logarithmic or geometric construction. May use algebraic solutions of equations and inequalities; descriptive statistics; deductive geometry, plane and solid, and rectangular coordinates; mathematical classifications or schemes;
  • Knowledge of the principles and best management practices of storm water management design and construction, sediment and erosion control practices, and related topics. General knowledge of terminology, techniques, and practices of construction. General knowledge of math and the ability to understand and interpret construction drawings and specifications of basic storm water design. General knowledge of methods, techniques, and practices of inspection and investigation. Adequate knowledge of State and Federal Stormwater Regulations, particularly as they relate to Phase II communities, preferred. Basic biological and chemical principles of water quality and Total Maximum Daily Loads (TMDLs) a plus;
  • Knowledge of public relations and effective communication.Frequent contact is made with the public, staff, external agencies, and the business community, which may require considerable oral and written communication skills.Ability to establish and maintain effective working relationships with public officials, the business community, and citizens.Ability to work independently.Demonstrable ability to communicate information clearly.Ability to understand and follow specific oral and written instructions.Ability to recognize the potential for process improvements and then propose and execute changes.Occasional contact with senior City officials may be necessary;
  • Knowledge of personal computers, including word processing and spreadsheet software; database and GIS experience is desirable.Requires regular operation of office and field computers;
  • Ability to operate the safe use of an automobile. Ability to perform light manual labor for extended periods under various weather conditions;
  • Ability to perform coordinating work involving guidelines and rules, with constant problem-solving;
  • Ability to read journals, manuals and professional publications; speaking informally to groups of co-workers, staff in other organizational agencies, the general public, people in other organizations; presenting training; composing original reports, training and other written materials using proper language, punctuation, grammar and style;
  • Ability to perform specialized technical or entry-level professional work requiring general understanding of operating policies and procedures and their application to problems not previously encountered; application of specialized technical or professional principles and practices or the use of a wide range of administrative methods in the solution of problems; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure; and
  • Ability to guide others, requiring frequent decisions affecting co-workers and others who depend on the service or product; works in a somewhat fluid environment with rules and procedures but with many variations from the routine.

PHYSICAL DEMANDS:

The work is considered medium in nature andinvolves frequent walking or standing, typically conducts work both in thefield and office environment and requires regular operation of office and fieldcomputers. The work requires the following physical abilities to perform theessential job functions: balancing, climbing, crawling, crouching, fingering,handling, hearing, kneeling, lifting, mental acuity, pulling, pushing,reaching, repetitive motion, speaking, standing, stooping, talking, visualacuity, and walking.

WORKINGCONDITIONS:

Work environment may involve exposure to light,extreme heat and/or cold, wet or humid conditions, extreme noise levels,vibration, fumes and/or noxious odors, traffic, moving machinery; and is dynamicthat requires sensitivity to change and responsiveness to changing goals,priorities, and needs.
