Dane County is Hiring an ACCOUNT CLERK III Near Madison, WI

Dane County Waste & Renewables in Madison WI has a full-time (1.0 FTE) vacancy for an Account Clerk III.

The position is primarily located at the Dane County landfill. 

The eligible list created from this posting may be used for future Account Clerk III vacancies for the next six (6) months.

DEFINITIONS

AIRPORT: Perform varied and critical, highly detailed accounting work involved in the keeping and reviewing of financial records and processing documents involving financial transactions; and to do related work as required.

DISTRICT ATTORNEY (Restitution Clerk): Perform varied and very responsible administrative work necessary in keeping and reviewing financial records and other documents involved in white collar related crimes and other crimes with complex losses and restitution requests; and to do related work as required.

SHERIFF'S OFFICE (Sheriff's Office Security): Perform varied and very responsible administrative work involved in keeping and reviewing of financial records and processing documents involving financial transactions; and to do related work as required.

BADGER PRAIRIE HEALTH CARE CENTER: This position performs varied and very responsible administrative and financial work involved in all medical billing functions and collections of the facility; serves as the facility resource for Medicare, Medicaid and other commercial insurance eligibility and to do related work as required.

WASTE & RENEWABLES: Performs varied financial and administrative responsibilities such as processing invoices and deposits, excellent customer service, inventory management, contracting and purchasing, financial and compliance reporting, data collection and cash management; support new employee orientation and payroll; and collaborate and resolve technology issues.

EXAMPLES OF DUTIES

Gathers, assembles, tabulates, proofs, extends, balances, summarizes, and posts fiscal and related data; makes involved arithmetical computations; audits documents for proper revenue and expenditure classifications; codes data according to prescribed accounting procedures; audits and corrects payroll vouchers; prepares utility bills; receives and accounts for payments; audits time and work reports and codes labor, equipment, and other costs for proper accounting distribution; collects, balances, and accounts for warrants and funds; makes deposits and reconciles bank statements; prepares worksheets on expenditures, receipts and the status of funds; prepares regular and special financial statements; analyzes and interprets varied fiscal policies, laws and regulations; explains financial and accounting procedures to other employees and the public; deals directly with banks and vendors; posts and maintains journals, subsidiary and control ledgers; manages cash flow; compiles, checks and tabulates budgetary estimates and allotments; uses a variety of office machines including the typewriter, adding and bookkeeping machines, cash registers, calculators, scanners, radios and personal computers.

Education, Training and Experience

Any combination equivalent to an associate degree in accounting and one (1) year work experience keeping fiscal records that includes demonstrated experience with double entry bookkeeping systems and complex fiscal policies and regulations in a financial or legal related field.

 Special Requirements:

Must have a valid driver’s license, or access to reliable personal transportation, or equivalent. Some positions may require work on nights, weekends and holidays.

Background Check Statement: Some positions may require a criminal background check which can include fingerprinting due to the nature of the job’s responsibilities. Wisconsin’s Fair Employment Law, s. 111.31 – 111.395, Wis. Stats., prohibits discrimination because of an arrest or conviction record. However, Dane County may disqualify an applicant if the position’s responsibilities are substantially related to the applicant’s criminal history (e.g., the nature of the crime and its relationship to the position, whether hiring, transferring or promoting an applicant would pose an unreasonable risk to the business, its employees, customers and vendors, etc.) Management reserves the right to make employment contingent upon successful completion of the background check. 

Physical and Environmental Work Requirements:

Ability to exert physical effort in moderate work including lifting, carrying, pushing, pulling and moving 30 pounds. Ability to repetitively bend, squat, kneel and stoop to floor level. Manual dexterity using fine and gross motor skills. Good visual acuity and hearing with or without corrective devices. Prolonged periods of computer use. Ability to type for extended periods of time. 

SHERIFF’S OFFICE: Law enforcement environment working with Sheriff’s Office staff and supervisors, public vendors and other county agencies. 

BADGER PRAIRIE: On-site working position, not tele-commuting. Ability to relate to and support individuals within the facility who are mentally/physically disabled, elderly, emotionally upset, and at times hostile. Ability to run at least one (1) flight of stairs to respond to emergency situations. Ability to assist in the evacuation of residents. Potential for exposure to infectious waste, diseases, conditions, etc., including blood borne and air borne pathogens. May be required to wear personal protective equipment, up to and including, an N95 respirator.

AIRPORT: Knowledge of the methods of keeping fiscal accounts and records; knowledge of modern bookkeeping systems; knowledge of office procedures and equipment; knowledge of basic statistical methods and applications; knowledge of PC-based applications in word processing, spreadsheet, database, and other related software; knowledge of laws and regulations governing fiscal record keeping; ability to interpret and implement complex policies and regulations; ability to take a critical approach towards work methods; ability to prepare neat, concise and accurate reports using a personal computer; ability to communicate effectively (orally and in writing) with the public and co-workers; ability to plan and lead the work of others.

 BADGER PRAIRIE: Knowledge of the laws, regulations and methods of keeping fiscal accounts and records; knowledge of Medicare, Medicaid and commercial insurance eligibility and all medical billing functions of the facility; proficiency using Microsoft Word and Excel and other Microsoft Office applications; ability to interpret and implement complex policies and regulations; ability to prepare neat, concise and accurate reports; ability to communicate effectively (orally and in writing) with the public and co-workers; ability to identify problems and recognize their component parts. Ability to establish and maintain effective working relationships.

DISTRICT ATTORNEY: Advanced proficiency using Microsoft Word and Excel; proficiency with other Microsoft Office applications; ability to utilize database processing applications; knowledge overview of consumer financial products including checks, credit cards, debit cards, bank accounts, etc.; ability to gain access to secure databases to obtain financial information; knowledge of criminal and civil justice processes; knowledge of legal terms; knowledge of banking and financial terms; ability to multi-task and prioritize work tasks effectively; ability to learn and retain detail of laws and regulations governing victim rights and restitution; ability to interpret and implement complex policies and regulations; ability to take a critical approach toward work methods; ability to prepare neat, concise and accurate reports; ability to communicate effectively (verbally and in writing) with the public and co-workers; ability to establish and maintain effective working relationships with staff, attorneys, government agencies, private/public financial entities, victims, and other members of the public; ability to work proactively and independently to carry out case assignments under time constraints; ability to quickly and accurately assess various numerical and informational data; ability to maintain confidentiality; ability to consistently document reasoning behind complex decisions and ability to accurately create complex financial documents to be submitted to the courts.

 SHERIFF'S OFFICE: Knowledge of the methods of keeping fiscal accounts and records; knowledge of modern bookkeeping systems; knowledge of office procedures and equipment; knowledge of basic statistical methods and applications; knowledge of PC-based applications in word processing, spreadsheet, database, and other related software; knowledge of laws and regulations governing fiscal record keeping; ability to interpret and implement complex policies and regulations; ability to take a critical approach towards work methods; ability to prepare neat, concise and accurate reports using a personal computer; ability to communicate effectively (orally and in writing) with the public and co-workers; ability to plan and lead the work of others; ability to interact well with a diverse jail population, attorneys, law enforcement officials and the public; ability to adapt to a correctional setting.

WASTE & RENEWABLES: Ability to be creative, flexible, self-motivated, and organized. Experience supporting accounting, helpdesk, finance, payroll, compliance, and purchasing functions. Experience processing invoices and procurement requests in an enterprise resource planning (ERP) software for goods and services, and reviewing account statements. Ability to create and/ or maintain up-to-date, accurate spreadsheets, records, reports and reconciliations. Experience with or ability to learn software and programs, including but not limited to: weighing and routing software, Citrix, Legistar, Personality, Neogov, Laserfishe, and Kronos. Ability to effectively communicate with vendors, customers, colleagues and management. Interpreting, following and explaining complex written and oral policies, procedures and instructions. Working independently or as a team analyzing and solving problems Maintain vendor accounts in a computerized maintenance management system (CMMS). Organizing inventory, ensuring proper product placement and adequate stock. Operating data terminals, computerized cashiering systems, and standard office equipment and software (including Microsoft Word, Microsoft Excel, Microsoft Outlook and Microsoft PowerPoint). Preparing and distributing neat, concise and accurate reports. Experience greeting and directing customers on how to conduct themselves at the landfill; answer customer inquiries consistently and professionally.
