Affordable Housing Compliance Specialist

We are looking for an experienced, detail-oriented Affordable Housing Compliance Specialist to join our exciting team in St. Louis! The fundamental duties of the Compliance Specialist are to monitor the affordable housing compliance and regulations on assigned affordable apartment communities in the St. Louis metro area Dalmark portfolio. This position will perform a full range of resident file reviews and regulatory reporting of multiple communities under both HUD and LIHTC housing programs. This position requires a very detail orientated individual with excellent organizational skills. Experience in both HUD and LIHTC programs is required. The Compliance Specialist will adhere to and be familiar with non-discrimination policies as defined by the Fair Housing Laws.

JOB TITLE: Compliance Specialist

REPORTS TO: Compliance Officer

STATUS: Full-time, Non-Exempt

WORK SCHEDULE: Monday – Friday, 8:00am – 5:00pm

LOCATION: St. Louis, MO

COMPENSATION: $20.00 per hour

SUMMARY

The Compliance Specialist is responsible for the oversight of affordable housing compliance for the properties assigned to them. The Compliance Specialist is responsible for monitoring property compliance with Section 42 of the IRC, HUD, and other affordable programs. This position will work closely with assigned properties to ensure that applications and annual re-certifications are processed in a prompt, accurate and timely fashion. This position requires a very detail orientated individual with excellent organizational skills. The Compliance Specialist shall conduct all business in accordance with company policies and procedures, Fair Housing, Americans with Disabilities Act, Fair Credit Reporting Act, and all other laws pertaining to multi-family housing.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Complete files to ensure they are compliant with applicable Affordable Programs including Move-Ins, Annual Recertifications, Interim Recertifications, Gross Rent Changes, Terminations, Initial Certifications
  • Conduct internal file reviews to ensure they are in compliance with applicable affordable programs and that file setup at the properties meets company standards. Ensure deficiencies are addressed and corrected with regards to tenant files.
  • Complete and monitor EIV tasks, including running reports and working discrepancies.
  • Identify and work through potential compliance issues, working with Compliance Officer and Property Manager by recommending plan of action for resolution.
  • Oversee and facilitate all regulatory agency file inspections or reviews for assigned properties. Work with the Property Manager on preparing for the inspection, and be onsite for all inspections (if virtual inspection, execute submission of documents to inspector).
  • Maintain resident certifications and property information.
  • Train and assist in enforcement of company compliance policies and procedures.
  • Monitor status of all certifications. If an assigned property is falling behind, work with property staff to ensure certifications get processed in a timely and efficient manner.
  • Guide and support site staff on Move-in, Annual, and Interim certification files.
  • Assist in compiling/preparing data to ensure all annual/quarterly investor/agency audits/reports are completed timely.
  • Participate in ongoing updates to policies and procedures due to ever changing requirements with affordable programs.
  • Participate and assist with the updates to income/rent limits and updates to Utility allowances to ensure compliance is maintained per affordable housing requirements.

SKILLS

  • Experience and expertise with Microsoft Office (Word, Outlook, Excel)
  • Experience with a property management software program (Yardi, OneSite, etc.)
  • Knowledge and understanding of LIHTC and HUD regulations and forms
  • Excellent mathematical reasoning skills; must be able to calculate ratios and percentages used to process and validate application materials related to LIHTC, HOME, and other tenant certification requirements.

EDUCATION / EXPERIENCE

  • High School Diploma, or equivalent, required
  • Bachelor’s Degree, preferred
  • Minimum of 2 years’ of experience in Low Income Housing Tax Credit and HUD housing, required
  • Certification in related field (HCCP, SHCM, C3P, COS, CPO, AHM), preferred
