Dallas Area Rapid Transit is Hiring a Project Mgr III Property & Utility Near Dallas, TX

General Summary:

Manages the activities of personnel engaged in utility designs and relocations and in the negotiation and management of leases and licenses of right of way, acquired properties, leased facilities, and other properties for Dallas Area Rapid Transit (DART) under the direction of the Rail Program Development department.

Essential Duties and Responsibilities:

  • Maintains contact with key personnel of municipalities and franchise utility companies.
  • Coordinates the design of utility relocations for DART projects. Coordinates with designers and utility owners to locate, and where possible, relocates utilities prior to the start of the facilities construction contracts.
  • Negotiates agreements with utility owners.
  • Develops, submits for approval, and monitors project budget(s), and takes action to correct variances.
  • Participates with periodic budget reviews. Coordinates constructability review of plans and specifications prior to construction commencement.
  • Coordinates relocation efforts between utility owners and construction contractors during construction.
  • Sets up and maintains historical records of all utilities on DART properties in coordination with various divisions.
  • Performs technical review of projects and prepares reports and correspondence. Manages DART leases and licenses on DART right-of-way.
  • Manages, maintains, and inspects DART leased and owned properties to include, but not limited to, administrative offices, transit centers, retail space, and warehouse property; maintains effective landlord/tenant relationships.
  • Negotiates new right-of-way leases, licenses with public and private interests, and lease agreements for DART owned and leased properties.
  • Monitors and reports income from lease/license activities.
  • Maintains records of delinquent accounts and supervises collection or termination of account.
  • Supports DART Legal Department in collection and Forcible Entry and Detainer procedures.
  • Collects retail related revenue at DART owned and leased facilities.
  • Inspects landlord and related invoices and ensures accurate and timely payments.
  • Ensures accurate records management of leases, licenses, et al, and achievement of market and economic rents with regard to leases.
  • Protects DART right-of-way for future DART use. Inspects right-of-way and ensures adequate maintenance, as well as curtails unauthorized use.
  • Develops space planning, design, and layout to achieve maximum utilization of available space within DART leased and owned facilities.
  • Ensures compliance with Board adopted policies relating to DART property management, right-of-way and retail management.
  • Develops policies and procedures for sale of surplus property and disposal of real property and/or improvements following authorization by DART. Manages DART owned improvements.
  • Develops and implements retail strategies for DART owned properties such as transit centers.
  • Supervises consultants and evaluates need for right-of-way management and property management services.
  • Ensures compliance with Federal Transit Administration (FTA), State of Texas, and other applicable laws and regulation(s).
  • Performs other duties as assigned.

Minimum Knowledge, Skills, and Abilities Required:

  • Bachelors Degree in Civil Engineering, Architecture, or related field.
  • Six (6) years progressively responsible experience in Engineering or related field to include three (3) years supervising a professional staff.
  • Valid Texas Drivers License (DL), no Driving While Intoxicated (DWI) conviction within the last (60) consecutive months, not more than (1) DWI on driving record, and not more than (3) convictions of moving violations within the last (36) consecutive months in order to operate DART vehicles.
  • Proficient using PC, software applications to include word processing, spreadsheet and database; typical office equipment such as copier, typewriter, calculator, facsimile, etc.
  • Analytical and creative skills to find solutions to difficult and complex technical, financial, legal, and/or administrative problems.
  • Ability to be dedicated to meeting the expectations and requirements of internal and external customers.
  • Gets first-hand customer information and uses it for improvements in products and services.
  • Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  • Ability to make good decisions (without considering how much time it takes) based upon a mixture of analysis, wisdom, experience, and judgment).

Working Conditions:

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
