The Cy-Fair Fire Department (CFFD) shall define the position, duties, and minimum requirements for each rank in the Department.

Title: Emergency Vehicle Technician Apprentice
Selection: Assistant Chief – Resource & Logistics
Reports to: Fleet Manager

Definitions
2.01 ASE Certification – National Institute for Automotive Excellence tested and certified automotive professionals
2.02 EVT Certification – Emergency Vehicle technician Certification Commission tested and certified emergency vehicle technicians
2.03 NFPA 1071 – National Fire Protection Agency Standard for Emergency Vehicle Technician Professional Qualifications
2.04 NFPA 1911 – National Fire Protection Agency Standard for Inspection, Maintenance, Testing, and Retirement of In-Service Emergency Vehicles

Responsibilities
3.01 Essential Behavioral Expectations

A. All personnel are expected to use professional courtesy, discretion and sound judgment when engaging in any contact with co-workers, members of the public, vendors, visitors and/or other personnel.

D. Physical Demands:

1. The physical demands and work environment characteristics described are representative of those that must be met or are encountered by a member to successfully perform the essential functions of this job. 2. Ability to work in a standard office environment and to travel to different sites and locations as needed. The work of this classification entails frequent walking, standing, lifting and carrying heavy objects, and the operation of tools and equipment requiring the use of coordinative and manipulative skills.

3.02 Required Experience and/or Qualifications:

A. Under the supervision of an Emergency Vehicle Technician, an individual who performs inspections, maintenance, and operational checks on emergency response vehicles as an apprentice. Includes preventative maintenance duties on a wide variety of fire and ems equipment and vehicles. Works with increasing independence as technical competence increases.

B. Desired Knowledge/Skills/Abilities:

1. Knowledge of the repair and maintenance of emergency response vehicles.
2. Knowledge of occupational safety and health policies and procedures related to vehicle maintenance and repair.
3. Knowledge of maintaining automotive and equipment stock parts and inventory.
4. Knowledge of basic computer hardware and software usage.
5. Skill in accurately and efficiently utilizing computer programs and databases related to tracking mileage, fuel consumption, and equipment maintenance requirements
6. Skill in effectively handling multiple tasks simultaneously
7. Skill in utilizing computer databases to maintain and update records, files, and inventory.
8. Skill in following oral and written instructions.
9. Excellent customer service skills including strong oral and written communications skills.
10. Ability to establish and maintain cooperative work relationships with those contacted in the course of work.

C. General Knowledge Requirements per NFPA 1071

1. The organization of the fire department and the maintenance facility
2. The role of the EVT in the organization
3. The mission of the fire service
4. The fire department’s standard operating procedures (SOPs) and rules and regulations as they apply to the EVT
5. The critical aspects of BFPA 1500, NFPA 1901, and NFPA 1911, as they apply to the EVT
6. Federal motor carrier safety regulations
7. Applicable federal, state and local regulations
8. Interpretation and use of manufacturer’s specifications
9. Inspection checklists, maintenance schedules, maintenance checklists, and department SOPs
10. Selection of tools
11. Fastener types and their usage
12. Maintenance equipment and its usage
13. Workplace safety practices
14. Selection and use of cleaning products and procedures
15. Housekeeping
16. Identification and handling of hazardous materials

D. General Skill Requirements per NFPA 1071

1. The ability to use tools in a recognized and safe manner
2. Operate emergency response vehicles in compliance with applicable federal, state, and local regulations
3. Locate information in departmental documents and in standard reference material 

Education/Degrees:

1. High School Diploma or GED
2. Prefer one year mechanical repair and maintenance work or equivalent combination of education and experience.
3. Prefer up to 18 months of vocational education/training in automotive maintenance or repair (i.e. NIASE).

Certifications/Licenses:

1. Must possess a valid driver’s license issued by the State of Texas, with an acceptable driving record.
2. Must have a current CPR card from the American Heart Association or the ability to obtain within 30 days
3. Prefer ASE Certifications, Automotive Certifications, EVT Certifications and/or additional automotive maintenance and repair experience.

Guidelines

4.01 Essential Job Functions – Performs all work duties and activities in accordance with Department Standard Operating Guidelines, including Bulletins, Memos, Safety guidelines, Personnel Handbook and Chief’s Orders.

A. Duties may include but are not limited to the following:

1. Ensures shop cleanliness on a regular basis
2. Makes repairs and performs routine and preventative maintenance on all Department vehicles and equipment, both in shop and on-site.
3. Performs road tests on vehicles in order to assure proper operating levels.
4. Operates computer to document repair work and maintenance on a daily basis
5. Monitors communications to respond to off-site requests for assistance
6. Monitors and instructs accordingly all safety-related issues as related to the shop area or any location where maintenance is being performed.
7. Shuttling equipment and vehicles between the stations, the shop and outside service vendors
8. Clean and maintain equipment and shop tools.
9. Perform housekeeping duties as pertains to Department maintenance facility.
10. Such other related activities and tasks as may be requested.

Cy-Fair FD has the right to consider any combination of education and experience in determining an individual’s qualification for this position. Compensation & Benefits will be determined by Harris County ESD No. #9 Commissioners and the Cy-Fair Fire Department.

Pay Rate: $24.92/hourly

Retirement:

TCDRS 7% employee contribution, 14% employer contribution

457b Voluntary retirement account, Department contribution matches up to 3%

Insurance:

Medical benefits are offered thru Blue Cross Blue Shield.

HSA Plan $5000: The CFFD covers 100% of the employee premium and 90% for family. The

department makes a quarterly contribution towards the HSA account.

Dental, Vision, and Life Insurance.

The CFFD covers 90% of the employee premium and 70% for family for dental and vision.

The CFFD pays 100% of the premiums for Short Term Disability.

The CFFD pays 100% of the premiums for Long Term Disability.

The CFFD pays 100% of the premiums for a $50,000 Life Insurance policy.

Supplemental Insurance:

Aflac is available with 100% being paid by the employee.

Additional Life insurance is available with 100% being paid by the employee.
