POSITION DETAILS

Founded in 2007, City University of New York (CUNY) Accelerated Study in Associate Programs (ASAP) is a comprehensive associate degree completion program that currently serves 25,000 students annually at nine CUNY colleges. As part of the Office of Academic Affairs Student Success Initiatives Unit, ASAP provides comprehensive and personalized support and resources to students that remove barriers to full-time study, support academic momentum, and build a connected community. ASAP has proven to be one of CUNY's most successful initiatives, with students in the program graduating at a rate more than double that of similar students. ASAP has been rigorously evaluated and garnered national recognition, winning the 2020 Innovations in American Government Award from the Ash Center for Democratic Governance and Innovation at Harvard University's John F. Kennedy School of Government. The ASAP model has also been adapted to the CUNY baccalaureate space as Accelerate, Complete, and Engage (ACE), demonstrating impressive early outcomes across seven implementing senior and comprehensive CUNY partner colleges.

Reporting to the ASAP | ACE Director for Fiscal Administration and Resource Management, the Budget Specialistis a key member of the ASAP | ACE Central Office team. Key functions of the ASAP Central Office include general program administration, fiscal oversight and reporting, establishment and dissemination of ASAP policies and procedures, program-wide evaluation, research, and data management, fundraising to support ASAP | ACE expansion and national replication, citywide outreach and marketing, professional development and training of college staff, and cultivation of external partnerships. The ASAP | ACE Budget Specialist position supports all elements of ASAP and ACE’s budget and fiscal processes and protocols, working cross-functionally to provide on-going support to both Central Office and CUNY ASAP | ACE partner-college staff.

In addition to the CUNY Title Overview, key duties include, but will not be limited to the following:

  • Maintains all Central Office and college program budget accounts held by the ASAP | ACE, including annual budget development, personnel vacancy reviews, and bi-annual reporting to support reconciliation of funds.

  • Analyzes year to year spending trends, and recommends, implements, and evaluates strategies to streamline fiscal administration efficiencies.

  • Provides regular and ad hoc fiscal reports and financial analyses to ASAP|ACE Central Office and University staff to support regular monitoring and forecasting projections.

  • Prepares the development and dissemination of the CUNY ASAP | ACE Business Resource Guide to internal team and documents Central Office protocols and processes.

  • Keeps current on CUNY policy guiding the management of internal fiscal and budgeting systems and non-tax levy revenue; apprises the office staff on changes and new policy implementations; recommends new policies and procedures and/or revisions to current policies and procedures in line with best practices.

  • Acts as a liaison to key CUNY and RFCUNY offices (OSFA, SFA, OBF, Procurement, Purchasing, and Accounts Payable), ensuring approved budget is adhered to and processes budget transfers and adjustments.

  • Acts as a liaison to key CUNY ASAP | ACE external vendors and maintains all relationships, serving as a fiscal administration resource expert regarding procurement administrative protocols and procedures.

  • Acts as a liaison to the OAA Central Office Fiscal Administration team and prepares the development and dissemination of key operational procedures to the ASAP | ACE Central Office team.

  • Develops responses to internal and external fiscal inquiries; makes referrals and ensures prompt responses.

NOTE: Until further notice, this position is eligible to work remotely and work on-site in the office.

QUALIFICATIONS

MINIMUM

Bachelor’s degree and four years’ related experience required.

PREFERRED

  • Advanced degree in a directly related discipline plus experience in accounting and familiarity with CUNY or New York higher education. Commitment to promoting college access and success and the values of equity, diversity and inclusion in post-secondary education.

  • Detail-oriented and accurate with strong critical analysis, evaluation, and research skills.

  • Effective writing, editing and interpersonal communication skills with strong presentation and group facilitation skills.

  • Pro-active, flexible, and collaborative work style with strong interpersonal communication, presentation and negotiation skills to navigate a complex political landscape, and forge successful relationships and partnerships with diverse campus and University administrators and external partners of various levels.

  • Strong organizational and follow-through skills to execute work plans, prioritize work, coordinate multiple assignments, and meet deadlines in a fast paced, time-sensitive, and high-volume environment.

  • Computer proficiency using administrative, financial or academic programs, Word Press or other content management systems or databases, plus ability to learn and use new software, as needed.

  • Plans and develops annual budgets under direction; administers allocation and reconciliation of funds

  • Prepares budget analyses and produces forecasting projections

  • Analyzes spending, income trends and usage to recommend improvements

  • Ensures that final, approved budget is adhered to by tracking revenues and expenses; processes budget transfers and adjustments

  • Provides fiscal reports and financial statements to management

  • Supports supervisor with budget administration to meet department goals and objectives

  • May supervise subordinate staff

Salary range is $75,465 - $82,928, commensurate with qualifications, education and experience.
