Cumberland County Government is Hiring a Deputy 911 Communications Director Near Windham, ME

JOB PURPOSE: Supports and assists the CCRCC Director in the administration, management, planning, organizing and staffing of the Cumberland County Regional Communications Center. Responsible for the development, enforcement and implementation of policies procedures and standards. Oversees the Agency’s 911 Public Safety Communication operations, training programs and technical services related to CAD, Phone and Network Support. Work includes independent judgment, initiative, leadership and resourcefulness within personnel management, operations and technical matters. This position is fulltime. Salary is competitive and contingent upon qualifications and experience. Pay range starts at $35.34 per hour. Applications accepted through June 7, 2024. QUALIFICATIONS:

  • Ability to pass Terminal Operators Course.
  • Certification as an Emergency Medical Dispatcher and Emergency Fire Dispatcher.
  • Working knowledge of Maine Statutes, and familiarity with Maine Telecommunications and Radio Operations Manual, National Crime Information Center Manual and National Law Enforcement Telecommunications System.
  • A minimum of 5 years’ of progressively responsible professional/administrative work experience related to the duties and responsibilities of this position.
  • A minimum of 4 years’ experience as a dispatcher.
  • At least 2 years of management or supervisory experience preferred.
  • Experience managing complex budgets, to include grant management and fiscal reporting preferred.
  • Registered Public-Safety Leader (RPL) preferred.
MAJOR RESPONSIBILITIES:
  • Develops, implements staff work plan and manages staff and new hire training program.
  • Records, reviews, and oversees quality assurance policy and standards in order to maintain an effective and current CCRCC quality assurance program and implementation. Develops, implements, and coordinates quality assurance audit program in order to document Department quality assurance/quality control program effectiveness.
  • Develops, organizes, directs, and oversees training and technical assistance programs for communication officers in order to explain their roll concerning adherence to standards and to ensure individual proficiency in assigned duties.
  • Provides oversight and supervision of the staff by managing personnel and scheduling functions and is responsible for written annual performance evaluations on individual staff members.
  • Files, oversees, updates, purges, and copies emergency communications materials for distribution of information in order to maintain required records as requested by authorized public safety personnel, Assistant District Attorneys and FOIA requests.
  • Assists Director by managing all financial functions of the department including budget, payment of obligations, invoicing, financial reporting, and staff payroll.
  • Compiles the year-end statistics for the Director review.
  • Oversees the drafting of the Department’s Annual Report for submissions to the Executive Office.
  • Maintains department staff job results by coaching, counseling and disciplining employees; monitoring and appraising job results.
  • Ensures that the shift supervisors/OIC notifies the District Attorney’s Office when a subject is arrested out of state on a warrant from this agency.
  • Participates in negotiating CCRCC contract as part of the management's negotiating team and participates as part of the management team in the union grievance process.
  • Meets department needs by ordering office supplies and replacing equipment.
  • Maintains professional and technical knowledge by attending educational workshops; establishing personal networks; participating in professional societies.
  • Contributes to department success by accomplishing related results as assigned by the Communications Director.
  • Supports the County’s safety and health policies by attending required safety training programs; reporting all accidents and suspected safety hazards to supervisor.
  • Fulfills job function by participating as an active member of training; participating on county task forces and performing other responsibilities as assigned.
  • Attends Community and Public Safety meetings throughout Cumberland County as assigned by the Communications Director.
  • Oversees all CCRCC groups, teams and professional committees.
  • Performs other duties as assigned by the Communications Director.
